OUTLINE OF ENQUIRY To consider the extent
to which reports to the Council’s Development Control Committee can be
improved to enable its members to be more effective and efficient in taking
informed policy led decisions which are immune to challenge. |

REASON FOR ENQUIRY To ensure that the report format and content in
respect of items being considered by the Development Control Committee are of
the highest quality with clear, concise and transparent information. |

PROPOSED OUTCOME/S To identify actions and
resources required to ensure continued improvement in the delivery of planning
matters by increased clarity in reporting on applications to the Development
Control Committee. |

TERMS OF REFERENCE To review relevant Quarterly Performance
Management data To monitor progress following the Best Value
Review of Planning Services Report and Action Plan from November 2003 To take into account the Audit Commission
Inspection Report of Planning Services dated December 2004 and the subsequent
Improvement Plan considered by the Council’s Executive at its meeting on 20
April 2005 What will not be
included The outcome of any
individual planning application or conduct of meetings of the Development
Control Committee. |
