PAPER D
SCRUTINY
COMMITTEE – 23 NOVEMBER 2006 CALL-IN
OF DELEGATED DECISION 45/06 – BUSINESS CASE FOR THE INTEGRATION OF HEALTH AND
SOCIAL CARE – VOLUME 2 – EXTENDED SUMMARY – CABINET MEMBER FOR ISLAND HEALTH,
HOUSING AND COMMUNITY WELL-BEING REPORT
OF THE DIRECTOR OF POLICY, PERFORMANCE AND PARTNERSHIPS AND DEPUTY CHIEF
EXECUTIVE |
REASON
FOR CONSIDERATION
To
consider information from the Cabinet Member for Island Health, Housing and
Community Wellbeing in relation to the delegated decision 45/06.
BACKGROUND
The
decision of the Cabinet Member, taken on 15 September 2006, was called in on 22
September 2006. The relevant papers are attached as an Appendix to this report.
All
voting members of the Committee signed the call-in. The call-in was because the
Committee felt that there had been inadequate consultation with stakeholders,
partners and the public and that there was an absence of evidence to support
the decision. The statement supporting the call-in indicates :-
“Previous consultation with the public is 3 years old
and based on different circumstances. No evidence that Health Partners are
financially fit to integrate further with the IW Council. At this point the
decision is of significant public interest and sensitivity and needs to be
explained more appropriately.”
In accordance with the Council’s Constitution the
decision has not been implemented pending this meeting and its outcomes.
