MINUTES OF A MEETING OF THE REGULATORY COMMITTEE HELD AT COUNTY HALL, NEWPORT, ISLE OF WIGHT, ON MONDAY, 12 JUNE 2006 COMMENCING AT 4.00 PM

1. ELECTION OF CHAIRMAN

RESOLVED :

THAT Cllr Mike Cunningham be elected Chairman for the day.

2. MINUTES

RESOLVED:

THAT the Minutes of the meeting held on 16 May 2006 be confirmed.

3. DECLARATIONS OF INTEREST

There were no declarations at this time.

4. HACKNEY CARRIAGE AND PRIVATE HIRE LICENCE CONDITIONS

The Committee was reminded that at its meeting on the 16 May 2006 a decision had been made to approve licence conditions in principle in order to show that Part II of the Local Government (Miscellaneous Provisions) Act 1976 had been adopted. 

Certified copies of the minutes of the meetings held by South Wight Borough Council dated 1 March 1977 and Medina Borough Council dated 20 April 1977 had been retrieved.

Paragraph 3 of the Isle of Wight (Structural Change) Order 1994 dated 31 April 1994 abolished the functions of both South Wight Borough Council and Medina Borough Council and transferred them to the Isle of Wight Council.

There was some discussion with regard to the age of vehicles and members were advised that they were guidelines only, not hard and fast rules, as long as a vehicle complied with all other requirements a licence would be issued.  Further discussion took place with regard to the colouring of vehicles.

RESOLVED :

THAT the conditions in respect of the conditions for hackney carriage proprietors; private hire vehicles; private hire operators and hackney carriage/private hire drivers licences be ratified.
