REASON FOR ENQUIRY ·
The Road Traffic Act 1988 places a statutory duty on the Council to
prepare and carry out a programme of measures designed to promote road
safety. ·
The Audit Commission report “Changing Lanes-evolving roles in road
safety” recommends that local public bodies should work together better, both
informally and in established partnerships …. To engage with the public to
improve people’s understanding and gain commitment, support and trust, with
local councillors taking a lead in both their community representative and
scrutiny roles. ·
Section 17 (1) of The Crime and Disorder Act 1998 places a duty on a
local authority ‘to exercise its
various functions with due regard to the likely effect of the exercise of
those functions on, and the need to do all that it reasonably can to prevent,
crime and disorder in its area.’ ·
Paragraph 2.3.3 of the Council’s Aim High
Strategy identifies the Council’s objective to ‘Create Safer and Stronger
Communities’ by ‘Growing community confidence through greater people
empowerment, ownership and cohesion, such that they feel safer in their
homes, at work and on the streets.’ ·

PROPOSED OUTCOME OF POLICY IMPLEMENTATION ·
A reduction in the incidence and severity of road traffic collisions. ·
Closer community and stakeholder involvement in casualty reduction
projects. |

TERMS OF REFERENCE To receive evidence from
stakeholders on: ·
The relationship between vehicle speed and the number and severity of
collisions. ·
Data collection and analysis ·
National Best Practice ·
The relative importance of Engineering, Enforcement and Education
projects. ·
How best to engage with external agencies to actively involve them in
casualty reduction initiatives. ·
How the Council can work effectively with Town/Parish Councils, the
voluntary sector and other stakeholders. ·
Capacity and resource issues relating to the provision of service In order to: Develop a co-ordinated
strategy for casualty reduction through better partnership working,
stakeholder participation and public engagement. What will not be
included ·
