REASON FOR ENQUIRY

 

·        Section 17 (1) of The Crime and Disorder Act 1998 places a duty on a local authority ‘to exercise its various functions with due regard to the likely effect of the exercise of those functions on, and the need to do all that it reasonably can to prevent, crime and disorder in its area.’

 

·        According to Crime reduction.gov.uk: ‘existing Home Office Research and other evaluations indicate that CCTV can be effective in reducing crime and fear of crime and in helping the police detect crime and convict criminals as part of an overall strategy.’

 

·        The Safer Communities Partnership has recently acquired mobile CCTV units and Town and Parish Councils on the Island are becoming increasingly interested in acquiring CCTV resources.

 

·        Initiated by the Council’s administration.

PROPOSED OUTCOME OF POLICY IMPLEMENTATION

 

·        Reduced levels of crime on the Island.

 

·        Reduced levels of fear of crime on the Island.

 

·        A closer and defined working arrangement with Town and Parish Councils on community safety issues.

 

TERMS OF REFERENCE

 

To receive evidence from stakeholders on:

 

·        The effectiveness of CCTV schemes on crime prevention nationally and locally

·        National Best Practice

·        Local need for CCTV facilities

·        How the Council can work effectively with Town/Parish Councils and other stakeholders with respect to CCTV deployment

·        Capacity issues relating to the provision of service

 

In order to:

 

·          Ascertain the need of local communities for CCTV

·          Develop an efficient and effective joined up scheme for the deployment of CCTV resources to be rolled out across the Island

 

What will not be included

 

·          A detailed assessment of the various studies into the effectiveness of CCTV in specific contexts.
