PROPOSED OUTPUTS

 

To provide the Cabinet Members with clear information on the impact of the Council’s current policies, actions and services, including the voluntary sector, in engaging and meeting the needs of the youth of the Island.

 

To provide further policy and service recommendations to achieve a coherent and community based structure for youth engagement as indicated by the enquiry outcomes.

 

 

 

 

 

 

 

RISK

 

Description of risk

 

The Council needs to ensure that it maintains a clear view of current policy so that young people (and their parents) are not disillusioned about the Council’s interest and commitment in meeting their needs.

 

Consequences

 

Council reputation would suffer if young people (and their parents) lose confidence in Council services and the Council would not secure the effective delivery of all the 5 outcomes in Every Child Matters.High

REASON FOR ENQUIRY

 

 

 

·        To establish the extent to which current youth provision across the Island is coherent, providing value for money and meeting the needs of young people in their communities.

 

·        To determine a coherent strategy for youth engagement and consider the extent to which service provision can be integrated and commissioned within the local community.

PROPOSED OUTCOME OF POLICY IMPLEMENTATION

 

 

·        To provide information to the Cabinet Members on the effectiveness and value for money of the current provision for young people.

 

·            To provide recommendations to the Cabinet Members on the amendment of current policy or the need for new policy and service provision as appropriate to the enquiry outcomes.

TERMS OF REFERENCE

 

To receive evidence from stakeholders on:

 

·        Their knowledge and implementation of the current provision and its impact on all young people.

·        Statistical evidence which will allow aspects of the local position to be compared with that nationally.

·        The effectiveness of current action and Authority support in meeting the five outcomes and needs of all young people.

 

 

 

 

 

 

 

In order to:

 

·        Establish a clear view of the effectiveness, value for money and ability to coherently meet the needs of all young people of the current provision.

·        Determine if current policy and scrutiny is effective.

·            Make recommendations on any policy amendment, new policy or service provision as indicated by the enquiry outcomes.
