1.      To agree the notes of the previous meeting

1.1 The notes of the meeting held on 9 November 2005 were agreed.

2.      To receive the Blue Paper on the £50 parking permit  - Cllr Fitzgerald Bond

 

2.1 Highways Officers considered Option B to be the most favourable.

 

2.2 The commissioner expressed a preference for Options C/D

 

2.3 A 10% increase in parking charges referred to in the draft  blue paper is intended as an indication rather than a firm recommendation to Cabinet.

 

2.4 Car parking charges were last increased in April 2004

 

2.5 A charge of £35 per year, rather than 50p per week for pensioners, was considered to be a reasonable charge for pensioners.

 

2.6 The definition of ‘pensionable age’ requires further consideration.

 

2.7 It is recommended that the Policy Commission for Safer Communities consider any implications of an off-street car park permit when preparing their draft Blue Paper on Decriminalised Parking.

 

2.8 The Commission recommended that parking permit policy should be reviewed in six months time, together with a review of car parking spaces.

 

2.9 The Blue Paper was agreed, for submission to Cabinet on 13 December 2005
