Title : ECOLOGICAL FOOTPRINT WORKING PARTY

REPORT OF THE HEAD OF SELECT COMMITTEE AND BEST VALUE SUPPORT

SUMMARY/PURPOSE

To consider the terms of reference for the Ecological Footprint Working Party.

BACKGROUND

In considering the Select Committee=s Workplan at the Committee’s meeting in August I reported on the establishment of an Ecological Footprint Working Party. This arose from discussions held at the Liaison Committee on 20 August 2002 when a number of cross cutting issues affecting the Authority were reviewed. This resulted in a recommendation that an Ecological Footprint Working Party, comprising 10 members, be established jointly by this Select Committee and the Environment and Transport Committee to consider relevant green issues faced by the Authority as agreed by them.

I attach a suggested terms of reference intended to reflect the main issues that could be dealt with by the Working party on the Select Committee=s behalf. The Environment and Transport Select Committee agreed the Terms of Reference at its meeting on 26 September 2002.

FINANCIAL AND LEGAL IMPLICATIONS

There are no financial or legal implications arising from the establishment of the Working Party.

CRIME AND DISORDER

There are no direct crime and disorder implications arising from the establishment of the Working Party.

1. To approve the terms of reference as attached.

2. To amend the proposed terms of reference.

RECOMMENDATIONS

To approve the terms of reference for the Ecological Footprint Working Party.
