12. MINUTES

RESOLVED :
THAT the Minutes of the last meeting held on 10 October 2001 be confirmed.

13. NEWPORT MARKET

Members received the report of the Strategic Director of Corporate and Environment Services setting out proposals with regard to the relocation of Newport Market from its current location in Sea Street to St Thomas' and St James Square and Newport High Street.
The key operational issues to resolve were:
Members were presented with a slightly revised plan of the proposed layout of Market stalls, the alterations having been made after further consultation with the Market Traders.
The Head of Highways and Transportation advised Members that the movement of stalls into the High Street required that it be partially pedestrianised on Market day, permitting only a limited number of buses through the High Street and allowing access for emergency vehicles. It was noted that Southern Vectis had indicated that it may be possible to re-route buses whilst the experimental Traffic Order was in place. An experimental Traffic Order to implement this could be made for 18 months before a permanent Traffic Order would be required. After taking into account the consultation periods required in respect of the traffic orders and street trading consent, an implementation date in mid-late January 2002 would be appropriate.
The views of St Thomas' Church had not yet been received although efforts had been made to obtain them. Members felt that this should be pursued as a matter of urgency.
Members considered the parking of coaches at sites including Seaclose Park, Upper Coppins Bridge and St George's Park. The possibility of a park and ride system operating from St George's Park was discussed and it was hoped this would ease traffic congestion within the town. Members indicated that they did not want to see the coach parking spaces recently approved for Upper Coppins Bridge removed.
RESOLVED :
(i) THAT the Executive be recommended to approve the relocation of the Market to the Town Centre as set out in the report by the Strategic Director of Corporate and Environment Services subject to a successful trial and subject to planning consent then later being approved.
(ii) THAT the Executive be recommended that St Georges Park be considered for the parking of coaches subject to satisfactory negotiations or such other sites that may be appropriate.
