RECOMMENDATIONS FROM E-GOVERNMENT TASK GROUP
REPORT OF THE CHAIRMAN OF THE E-GOVERNMENT TASK
GROUP
REASON FOR SELECT COMMITTEE CONSIDERATION
The E-government Task Group arranged for representatives from BT to make an informal presentation to all Members of the Council. The Task Group had been reviewing the progress of the Council’s GAGS agenda and had wanted to consider alternative approaches to the current strategy being pursued by the GAGS programme board.
ACTION REQUIRED BY THE SELECT COMMITTEE
To consider and approve
the recommendations made by the E-government Task Group.
BACKGROUND
The E-government Task Group has been monitoring progress of the Council’s agenda for change and how the Council is preparing to introduce E-government. Members of the Task Group have felt that the Council would achieve a greater impetus for change if it could identify and then work closely with an experienced partner organisation. Members believed that a strategic partner could assist the Council to achieve its E-government objectives through new private sector investment and the ability to share the risk with an experienced organisation that has a proven track record in this area.
In order to explore these issues Members of the E-government Task Group together with other Council Members explored how partnerships had been established between BT and other local authorities. The E-government Task Group made a series of recommendations to be presented to the next meeting of the Resources Select Committee meeting. These were as follows:
1.
That a further
exploratory meeting be set up with BT.
2.
That more work
be undertaken to explore how ‘cost neutral partnerships’ operate.
3.
That a number
of Service Improvement Plans (SIPs) be developed.
4.
That further
negotiations take place to determine the most appropriate framework for IWC to
achieve its E-government targets.
5.
That the
Council agrees a customer contact strategy in order to deliver its GAGS agenda.
RELEVANT PLANS, POLICIES, STRATEGIES AND PERFORMANCE INDICATORS
The Task Group within the context of the Council’s Corporate Plan and E-government objectives.
FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS
The financial and legal implications of these recommendations could
potentially have a significant impact upon the Council’s resources. However, at this stage no detailed work has
been undertaken.
There are no crime and disorder implications.
