53.      MINUTES

RESOLVED :

THAT subject to the following amendments the Minutes of the meeting held on 13 March 2002 be agreed :

                      a.        Minute 46 (i), line 4/5 the removal of the words ‘Property Services Manager’

                      b.        Minute 46 (i) the resolution, line 2 be amended to read ‘the lease of Inver House’

54.      INVER HOUSE, BEMBRIDGE

Inver House, Bembridge had been considered by the Social Services, Housing and Benefits Select Committee at its meeting on the 6 February 2002 and twice as an item of urgent business at the Resources Select Committee on the 13 February and 13 March 2002. At the Resources Select Committee on the 13 February 2002, Members had made amendments to the terms of the lease of Inver House and following advice it had been considered appropriate to arrange an extra meeting of the Select Committee at which the Property Services Manager could advise Members on the proposed terms of the lease.

Members considered the subletting clause in the lease which would allow the Somerset Care Group to sublet the property. The Property Services Manager advised Members that the subletting clause in the terms of the lease was usual practice in leases such as these. It specified that the use of Inver House would still be limited to the care for older people. The Select Committee was also informed that the right to sublet was an important feature of the lease as far as Somerset Care Group were concerned. It was believed that the Social Services Housing and Benefits Select Committee was unaware of the subletting arrangement when the Committee had originally considered Inver House. Members believed that the Social Services and Housing Select Committee should have been made aware of this point.

RESOLVED :

THAT an extra meeting of the Resources Select Committee be arranged to consider Inver House, Bembridge and the Members of the Social Services, Housing and Benefits Select Committee be invited to attend the meeting.
