APPENDIX 1
Draft Outline Scope for the Use of Consultants Review July 2004
1. Draw up a set of
criteria for when it is appropriate to employ consultants, and investigate the
need for a strict set of rules for their use.
The
criteria can be used both to help the public to understand why and when we use
consultants, and to help Select Committees to scrutinise why consultants have
been used for a particular piece of work.
2. Devise a system by
which different department's experiences in using specific consultants can be
shared across the organisation.
Contact a range of IW
Council departments which use consultants in a variety of ways, to ensure that
all proposals are practical.
Research best practice of
how other Local Authorities tackle this issue.
The outcome of the work
will be reported back to Resources Select Committee in November.
