SURVEY OF OUTSIDE BODIES

REPORT OF THE HEAD OF SELECT COMMITTEE AND BEST VALUE SUPPORT

REASON FOR SELECT COMMITTEE CONSIDERATION

To update Members on the progress made in connection with the Select Committee’s recommendation relating to Outside Bodies.

ACTION REQUIRED BY THE SELECT COMMITTEE

To note the current position and recommend removal of those Outside Bodies not responding, from the Council’s list.

BACKGROUND

At its meeting on 22 May 2003 the Select Committee decided to review the Council’s involvement in Outside Bodies. The matter was subsequently discussed at the meeting held on 23 October 2003 when it was decided to undertake a policy development exercise. Part of this involved the gathering of information from those Outside Bodies to which the Council had in the past appointed a representative.

RELEVANT PLANS, POLICIES, STRATEGIES AND PERFORMANCE INDICATORS

The Council’s policy relating to the process for the appointment to Outside Bodies was last reviewed in May 2001.

CONSULTATION PROCESS

A questionnaire was sent to all 138 Outside Bodies on 24 November 2003 with a return deadline of 31 December 2003. To date 72 have responded stating they still require Council representation (Appendix A), 5 no longer require Council representation (Appendix B) and 61 have as yet not responded (Appendix C).

A second questionnaire is to be sent to all non respondents within the next few weeks, giving them one month to reply. If after that time they fail to respond it is proposed that they be removed from the list of Outside Bodies.

FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS

The exercise is aimed at improving the Council’s process and enhances the ability to assist partnership working.
