MINUTES OF A MEETING OF THE RESOURCES SELECT COMMITTEE HELD AT COUNTY HALL, NEWPORT, ISLE OF WIGHT ON THURSDAY, 18 JULY 2002 COMMENCING AT 2.00 PM

17. MINUTES
RESOLVED :
THAT, subject to the inclusion of Mr A F Tiltman on the list of those members present, the Minutes of the meeting held on 19 June 2002 be confirmed.
18. BUDGET MONITORING REPORT AS AT END OF JUNE 2002
The Strategic Director presented his report which highlighted the budget and spending position on both revenue and capital for services within the Select Committee’s remit. It was indicated that there were no significant variances to report to Members. The Select Committee asked questions relating to specific budget figures, it was agreed Members would be sent clarification on any outstanding matters.
RESOLVED :
THAT the report be noted.
19. SCRUTINY SESSION ON PROPERTY AND ASSET MANAGEMENT
The Chairman advised Members that the focus of the scrutiny session would be on the Asset Management Strategy. The Select Committee would be able to question the Portfolio Holder and the Property Services Manager, Mr T Flower.
As background the Select Committee had received the reports of the Portfolio Holder on the Capital Strategy and Asset Management Plan and Capital Programme and Asset Management - Acquisition and Disposals of Assets which were considered by the Executive on 16 July 2002, the Capital Strategy and Asset Management Plan 2002-2005, Disposal of Surplus Isle of Wight Council Property, Asset Management Best Value Review Improvement Plan and Capital Disposal (surplus Assets) Programme 2001 onwards.
The Select Committee raised a wide range of issues connected with the Council’s property management. In particular clarification was sought on :
• The Authority’s Strategic Plan for future disposal of assets.
• The Authorities plan to address the back log of repairs in its builds
• Effects of the Disabilities Act on public buildings
• Delegated powers to the Portfolio Holder
• The Authorities policy on property evaluation
• Opportunity for shared builds
Arising from the information provided by the Portfolio Holder and the Head of Property Services the Committee was satisfied with the progress to date with the Asset Management Plan and wished to continue to monitor the plan as it develops
During discussion the Select Committee agreed that the Property Asset Management Task Group be reconvened. The Task Group had previously completed an Accommodation Review, which had been approved by the Executive on 5 June 2002, Members were advised that the review was ready to move on to the next stage. In addition to the existing Task Group Chairman, Mrs Lloyd and member Mr Kendall, it was suggested that Mr I Stephens and Mr M Cunningham be invited to join the Task Group.
RESOLVED :
THAT the Property Asset Management Task Group be reconvened to move on to the next phase of the Council’s Accommodation Review.

Members supported the more detailed format of the Forward Plan.
