THAT the Minutes of the meeting held on 29 April 2003 be confirmed.

The reasons for the resolutions made in accordance with Officer recommendation are given in the Planning report. Where resolutions are made contrary to Officer recommendation the reasons for doing so are contained in the minutes.


TCP/23485 - Alleged breach of materials condition at Tamarisk, Steephill Cove, Ventnor, Isle of Wight


Members were reminded that the application had been considered at the Development Control Committee meeting held on 29 April 2003. At that meeting it was decided to defer consideration to allow the Committee to visit the site and see what impact the roof had on the surrounding area.


Members were informed that the report had been updated to include the comments of the Area of Outstanding Natural Beauty Planning Information Officer. Extracts from a letter written by the property owner were read out advising the Committee that the western roof slope had been treated with a light terracotta masonary paint; that the eastern roof slope was to be painted to match and that there is an intention to re-roof the bungalow at some time in the future. The fact that the planning condition could be enforced for up to 10 years after the breach was noted. The Committee considered an additional option of noting the current position and indicating that providing the eastern roof slope was painted to match, that no enforcement action would be taken. However, the Committee did not intend to discharge the planning condition at this time but looked to the owner to use an appropriate material when the bungalow is re-roofed suggesting a blue/black slate. Officers where asked to monitor the site to ensure the roof appearance does not deteriorate.

RESOLVED :

 

THAT the recent and proposed actions of the property owner be noted and subject to the eastern roof slope was painted to match the western roof slope, no enforcement action would be taken, however, the planning condition was not discharged and the owner was expected to use an appropriate material when the bungalow is re-roofed suggesting a blue/black slate. Officers where asked to monitor the site to ensure the roof appearance does not deteriorate.
