80.      MINUTES

RESOLVED :

THAT the Minutes of the meeting held on 29 January 2002 be confirmed.

81.      REPORT OF THE STRATEGIC DIRECTOR OF CORPORATE AND ENVIRONMENT SERVICES

Planning Applications and Related Matters

Consideration was given to item detailed below in the report of the Strategic Director of Corporate and Environment Services.

RESOLVED :

THAT the application be determined as detailed below :

The reasons for the resolutions made in accordance with Officer recommendation are given in the Planning report. Where resolutions are made contrary to Officer recommendation the reasons for doing so are contained in the minutes.

`

Application:

TCP/11867/V  (Revised Plans)

Details:

Land north west of Broadlands House and Orchard Mews, fronting Victoria Road, Newport, Isle of Wight.

4/5 Storey block of 22 flats with associated parking, vehicular access, landscaping and 1.8m high boundary fence.

Additional Representations:

None.

Decision:

Refusal of planning permission.

Reasons:

The application was refused contrary to officers recommendation as members felt the scale and mass of the building were too large and dominant, bearing in mind the nature of the surrounding area and that additional traffic generation from the number of flats proposed would be likely to cause hazard to users of the adjoining highways. The proposal would adversely affect the character of the surrounding area and the amenities of nearby residents. It would therefore be contrary to policies G4, G10, D1, D2 and TR7 of the Isle of Wight Unitary Development Plan.
