RESOLVED :
THAT the Minutes of the meeting held on 26 July 2002 be confirmed.

Mr G P Price declared a personal interest in Minute 42 (c) (i) 9 - Hewitt Crescent, Newport and remained present.

Mrs T M Butchers declared a personal interest, as the Council’s representative on Medina Housing Association, in any items relating to that.
41. URGENT BUSINESS
The Chairman agreed to an item of urgent business as a decision was needed before the next meeting.
Report on Enforcement Approach to Advertisements in Connection with a National Event in London
The Committee were advised that several complaints had been received in connection with signs that had been erected for a national event to be held in London in September 2002. The signs did not comply with the regulations and although there had been some talks with the organisers no agreement had been reached.
RESOLVED :
(i) THAT the relevant landowners be identified and written to advising them to remove the signs within two days and that failure to comply with the request would result in the Local Planning Authority collecting the necessary evidence with a view to prosecution under Section 224(3) of the 1990 Planning Act.
(ii) THAT on the basis that all the signs are removed, and only at that point in time, the Local Planning Authority enter into discussions with representatives of the Countryside Alliance to agree to the display of a limited number of signs and banners within clearly identified locations with those only to be displayed no more than fourteen days before the date of the event and to be removed within seven days after the event.
42. REPORT OF THE STRATEGIC DIRECTOR OF CORPORATE AND ENVIRONMENT SERVICES
(a) To consider any items deferred from the last meeting of the Committee
TCP/3279/V - Proposed landscaping scheme to form amenity space for residents of Solent Landing, The Point, to include 1 metre high fence with timber posts, 1.05 metre high temporary protective fencing and 1 metre high single chain link fence, land at Solent Landing off Beach Road, Bembridge
The Committee were reminded that the application had been considered at the meeting of the Development Control Committee held on 25 June 2002 where members had decided to defer the determination of the application until the matter of Village Green status had been resolved.
A letter had been received from the agent which requested reconsideration of the application. The background to the application was outlined and members believed that public access to the beach should be maintained.
RESOLVED :
THAT the application be approved with appropriate conditions to include right of access for the public.
(b) Schedule of Appeals
The Schedule of Appeals that had been lodged and decisions made was received.
Members were advised that an appeal for TCP/24112/A for the construction of a terrace of two houses and two maisonettes and formation of vehicular access onto Palmerston Road, Shanklin had been lodged. Members were asked to nominate a Councillor to represent the Council at the appeal.
RESOLVED :
(i) THAT the report be noted.
(ii) THAT Mr H Rees be asked to represent the Council at the appeal hearing for TCP/24112/A Palmerston Road, Shanklin. If Mr H Rees was unavailable then Mr J H Fleming be asked.

Prior to the commencement of construction, full details of a proposed lighting scheme shall be submitted to and approved by the Local Planning Authority. Reason : In the interests of the amenities of the area in compliance with Policies D10 and D14 of the Isle of Wight Unitary Development Plan.
12. Such lighting scheme as may be agreed under condition 10 above shall be brought into use at the same time the car park is opened to the public and no alterations to the lighting arrangement shall be made unless the prior written consent of the Local Planning Authority is obtained. Reason : In the interests of the amenities of the area in compliance with Policies D10 and D14 of the Isle of Wight Unitary Development Plan.
13. The car park hereby approved shall not be brought into use until a scheme of CCTV coverage or such other security provisions as may be agreed in writing with the Local Planning Authority, have been brought into use. No changes to the CCTV coverage or security arrangements shall subsequently be introduced, unless the prior consent of the Local Planning Authority is obtained in writing. Reasons : In the interests of the amenities of the area and to comply with Policy D11 (Crime and Design) of the Isle of Wight Unitary Development Plan. Amendments to conditions 2 and 3 as follows : 2. The car park hereby approved shall function as a short stay car park with the exception of three identified spaces which can be made available for long stay purposes. Reason : In compliance with Town Centre Management Strategies which give priority to short term visitor parking for shoppers in accordance with Policy TR16 and Parking Guidance Policy Appendix G of the Isle of Wight Unitary Development Plan.
3. Details of the car park charges shall be submitted to and approved by the Local Planning Authority prior to the car park being brought into use. (ii) Part IV - Items Other Than Current Issues
(a) TCP/24506 - Unauthorised Development of Stable Block at Pt Os Parcels 7400 and 0003, south side of Burnt House Lane, Alverstone, Sandown
Consideration was given as to whether an Enforcement Notice should be served on the owner of Parcels 7400 and 0003 Burnt House Lane, Alverstone to cease the use of and removal of the stable block and floor slab that had recently been constructed on the site and to reinstate the land to its former condition.
RESOLVED :
THAT an Enforcement Notice be served requiring the cessation of the use of the stables and the removal of the stable structure and floor slab and reinstate the land to its former condition. With a time period for compliance three of (3) months.
(b) U/345/01 - Land raising operations on open boat storage area adjacent Pilots House, Embankment Road, Bembridge
Consideration was given as to how the Local Planning Authority should respond to a Breach of Planning Control at Embankment Road, Bembridge.
RESOLVED :
1) THAT the landowner be given until 14 August 2002 to submit the planning application for the retention of the material deposited to raise the ground levels of the site.
2) THAT if no valid application is made by the 14 August 2002 an Enforcement Notice be served requiring the removal of the imported material and the reinstatement of the site back to its original ground levels with a time period for compliance of four months.
3) THAT an Enforcement Notice be served requiring the cessation of the use of the site for the parking of the trailer, and its removal from the site. Time period for compliance one month.
