23. URGENT BUSINESS - TCP/23119A TEMPORARY USE FOR ONE YEAR (ONE MORNING A WEEK) OF LAND AS A MARKET AT CAR PARK ADJACENT TO COUNCIL OFFICES, SEA STREET; AND TEMPORARY USE OF SEACLOSE QUAY FOR PARKING OF COACHES, THE QUAY, NEWPORT
The Director of Environment Services reminded members that the current temporary planning permission in respect of the weekly market and parking arrangements in Newport were due to expire on 30 September 2001. A request for a three month extension to the temporary permission had been received as the relocation of the market was still being investigated. It was anticipated that a satisfactory outcome would be reached by the end of the year.
Because of the representations that had been received last time it was felt that a planning application should be submitted. Members expressed concern as to the lack of progress made on the relocation of the market.
RESOLVED :
THAT an extension of the temporary planning permission by a period of three months up to 31 December 2001 be agreed by requesting the immediate submission of a planning application which should be determined at the earliest possible opportunity.
24. REPORT OF THE DIRECTOR OF ENVIRONMENT SERVICES
(a) Parkhurst Prison Estates
(Mr G Price declared a pecuniary interest in this item but had received dispensation from the Secretary of State under Section 97(1) of the Local Government Act 1972 which enabled him to speak on this matter).
(Mr D T Yates declared an interest in this item and took no further part in the discussion or voting thereon).
Members were reminded that the application had been considered at the Development Control Committee held on 14 August 2001. At that meeting the applications were deferred to allow consideration of an additional length of road to link Clissold Road with the proposed new junction at Site D, opposite St Mary's Hospital.
A letter of intent dated 31 August 2001 was received from HM Prison Service and was read out which confirmed monies accruing would be used as far as possible on infrastructure on the estates.

(ii) Part IV - Items Other Than Current Issues
(a) CS2/7 - West View Cottage, Farriers Way, Shorwell
Consideration was given to authorisation of formal action against the continuing deterioration of the listed building known as West View Cottage, Farriers Way, Shorwell by the serving of a Listed Building Repairs Notice under the Town and Country Planning Act 1990, due not only to the fabric of this listed structure but also the visual amenities of the Conservation Area in which it stands.
A letter of support from the local member was referred to.
RESOLVED :
THAT formal action be authorised by the serving of a Listed Building Repairs Notice under the Town and Country Planning Act 1990, requiring the completion of the works numbered 1-5 in the report, within two months of the date of the serving of the Notice.
(b) Amendments to Regulations under Part 24 of the Town and Country Planning (General Permitted) Order 1995 - Development by Telecommunications Code System Operators
Members were updated on amendments to the Regulations relating to development proposals by or on behalf of Telecommunications Code System Operators.
