RESOLVED :
THAT the Minutes of the meeting held on 25 May 2001 be confirmed.

177. URGENT BUSINESS

TCP/16570H - Outline for Residential Development, Site of Teknacron Circuits Ltd, Landguard Manor Road, Shanklin
The Chairman agreed to an item of urgent business as a decision was required before the next meeting.
The Director of Environment Services gave a brief outline of the history of the site. A request had been received from the applicants' solicitors asking to vary the requirements of the Section 106 Agreement restricting the grant of outline planning permission for the residential development site of Teknacron Circuits Ltd, Landguard Manor Road, Shanklin.
RESOLVED :
THAT the principle of trying to assist the firm in its relocation be accepted and that approval of the detailed wording in the relevant documents be delegated to the Director of Environment Services and the Director of Corporate Services in consultation with the Chairman or Vice Chairman of the Committee and the Portfolio Holder for Economic Development and Regional Affairs.

178. REPORT OF THE DIRECTOR OF ENVIRONMENT SERVICES

(a) To consider any items deferred from the last meeting of the Committee and the Site Inspection meeting
(i) TCP/07310/H - 8 bungalows & garages; formation of vehicular access & access road land rear of Burntwood to Hunters Moon and adjacent Burntwood, Howgate Road, Bembridge
Members were reminded that the application had been considered at the Planning Committee meeting held on 3 April 2001. At that meeting it was decided a site visit should take place, this was held on 19 April 2001 when it was deferred pending an investigation into the allegation of sewage flooding and inadequacy of the sewerage in the vicinity of the site. A meeting was subsequently held with Southern Water.
Southern Water confirmed that a drainage solution to the problem was possible and state that there should be adequate capacity in the system to deal with sewage flows, but if felt necessary that a new connection to the large sewer in Foreland Farm Lane could be made a condition of approval.
RESOLVED :
THAT the application be approved subject to appropriate conditions and an amendment to condition 12 as follows :
'Shall be completed and operative before any development takes place on site.'
(ii) TCP/21596B - Alterations and Two Storey Extension to Form Ten Additional Bedrooms, Day Room and Associated Facilities, 3 Watergate Road, Newport
Members were reminded that at the meeting held after the site visits on 25 May 2001, it had been decided to grant conditional permission in respect of the application. In agreeing the resolution Members had asked that the conditions of approval be reviewed in order to address two areas of concern.
RESOLVED :
THAT the decision notice granting planning permission in respect of the development should be issued subject to the conditions set out in the report dated 25 May 2001 and subject to the following two additional conditions, which replace condition 3 as originally recommended.
1. Before the development, hereby approved commences, a scheme shall be submitted which makes provision for the screening of the existing terraced area in conjunction with further soft landscaping in the form of shrub planting with the work to be carried out before the additional bedrooms are occupied. All such planting shall be maintained to encourage its establishment for a minimum of five years following contractual practical completion of the development.
Reason : To ensure an appropriate standard of visual screening in respect of the neighbouring property in accordance with Policy D1 of the Unitary Development Plan.
2. Before the development commences, a landscaping scheme shall be submitted to and approved in writing by the Local Planning Authority. Such schemes shall provide additional tree/shrub planting in the rear garden area to the east of the proposed extension and the planting of boundary hedgerows to supplement the existing and proposed trees and shrubs along part of the southern boundary, part of the eastern boundary and part of the northern boundary of the site. Such schemes shall specify position, species and size of planting and shall include provision for its maintenance during the first five years of the date of planting and shall be satisfactorily carried out during the first available planting season following the commencement of the development.
Reason : To ensure an appropriate standard of visual screening in respect of adjoining properties in compliance with Policy D1(h) of the Unitary Development Plan.
(b) TCP/922E - Former Lloyds Bank Building, 33 High Street, Wootton
Members considered what course of action the Council, as the Local Planning Authority, needed to take in respect of the former Lloyds Bank Building. 33 High Street, Wootton, which was a Grade II listed building.
The Director gave a brief history of the building and indicated that there were two specific areas of concern. The owners consent was needed before a structural engineer could access the building.
RESOLVED :
THAT a Listed Building Repairs Notice requiring the owner of the property to carry out necessary repairs to the building together with a Section 215 Notice in respect of the deteriorating external fabric of the building and the untidy condition of the land be served. Time compliance two months.
(c) Schedule of Appeals
The Schedule of Appeals that had been lodged and decisions made was received.

179. MEMBERS' QUESTION TIME

Mr Fox asked a question relating to Little Canada Activity Site at Wootton Creek.
The Chairman replied that the planning conditions would be looked at and the Environmental Health Manager had spoken to them.
Mr Fox asked a question relating to foul drainage discharges in Ashlake Copse Road, Fishbourne.
The Chairman replied that the planning history would be looked at.
Mr Fuller asked a question relating to a planning application at Lower Luton Farm, Northwood.
The Chairman replied that planning officers had been in correspondence with the applicant, but he would not allow them or the Council's agricultural Consultant on his land, was in dispute with the Council's consultant and had not provided all the information requested by officers.
Mr Coburn asked a question relating to compliance with conditions on consent for restaurant use at 9 St Thomas' Square, Newport.
The Chairman replied that the conditions would be investigated.
Mr Wilson submitted a written question relating to the SEB site in Rink Road, Ryde.
The Chairman replied that an answer would be sent to Mr Wilson with a copy to the Local Member.
