Title :                MEMBERS' TRAINING DAY

 

REPORT OF THE HEAD OF PLANNING SERVICES

 


 


1.         Purpose of Report

 

1.1       To report back to Committee on the outcomes of the second training day held in 2003.

 

1.2       To agree a course of action.

 

2.         Background

 

2.1       Members will recall that the first training day this year was held in January, and centred on procedural issues.

 

2.2       The event in March 2003 concentrated on general planning training and probity issues.  The last session dealt with the Code of Practice on Planning Matters.

 

3.         Report Detail

 

3.1       The workshop was attended by 19 Members and 10 Officers.

 

3.2       Feedback via evaluation forms was positive and overall satisfaction with the event was high.

 

3.3       A half day training session will be arranged at Seaclose in due course for those Members of the Committee who could not attend the complete training over the two days in order for those Members to comply with the Council=s constitution requirements to attend training events.

 

4.         Outcomes

 

4.1       The key outcomes from the day were as follows:-

 

(a)        initial work on review and update of the Code of Practice.

 

(b)        the introduction of a quarterly reporting system of the Committee conduct by the Head of Planning Services.

 

(c)        Members request for various additional training in general, and with particular interest on enforcement and declarations of interest.

 

5.         Options

 

5.1       The recommended courses of action are set out below.

 

5.2       Not to pursue the various outcomes from the training day would not be an appropriate course of action.

 

6.         Recommendations

6.1       It is recommended that:-

(a)         proposed amendments to the Code of Practice are brought back to the Committee in due course.

(b)         quarterly reports (commencing for the period April-June 2003) be prepared for Committee Members on conduct and procedure at Committee meetings.

(c)         the Head of Planning Services be authorised to arrange additional training on enforcement and members= declarations of interest, and that this event should be considered as training required for Development Control Committee Members pursuant to the Constitution.
