RESOLVED :
THAT the Minutes of the meeting held on 18 January 2002 be confirmed.

77. DECLARATIONS OF INTEREST

Interests were declared in the following matters :
Mr A A Taylor declared an interest in Minute 79 (d)(I) 7 - Bowcombe House, Bowcombe Road, Newport.

78. URGENT BUSINESS - TCP/2170X SPEEDWAY, SMALLBROOK STADIUM, ASHEY ROAD, RYDE

The Chairman agreed to an item of urgent business as a decision was needed before the next meeting.
Members were advised that Isle of Wight Speedway had asked for permission to hold a press and practice day at Smallbrook Stadium on 23 March 2002.
RESOLVED :
THAT the press and practice day to be held on 23 March 2002 be approved and the owners be invited to make an application for planning permission for subsequent years.

79. REPORT OF THE STRATEGIC DIRECTOR OF CORPORATE AND ENVIRONMENT SERVICES

(a) Further Training for Members of the Development Control Committee
Members were advised of the need for ongoing training for the Development Control Committee. It was anticipated that a Development Day with an outside facilitator would be arranged.
RESOLVED :
(i) THAT the need for further training for Members of the Development Control Committee be agreed with the next session focussing on matters of propriety using an outside facilitator.
(ii) THAT an outside facilitator be used to attend a meeting, interview Members/officers and facilitate a development day be agreed.
(b) To Consider any Items Deferred from the Last Meeting of the Committee and the Site Inspection Meeting
Members were advised that as the Committee was not quorate for the site visit part of the meeting held on 18 January 2002, no decisions could be made on the two sites that were involved. Clarification had been sought on the procedures that should be adopted in such circumstances the Committee were advised of what action was open to them.
One or both applications could be considered afresh and the previous decision for a site visit be rescinded, or one or both sites be included as part of the site inspections due to take place on 8 February 2002.

RESOLVED :

Consideration was given as to whether the measures undertaken to illuminate the shop area behind a security shutter were satisfactory to comply with a planning condition imposed when the security shutter was originally approved.
RESOLVED :
THAT the lighting scheme as presently installed be accepted as compliant with Condition 4 of TCP/6434F.
(c) TCP/22187A - Unauthorised relocation of polytunnels and erection of three polytunnels, Busy Bee Garden Centre, Brading Road, Ryde
Consideration was given to a response from the applicant's agent about enquiries made in respect of his client's failure to pay the appropriate fee in respect of the above mentioned unauthorised development as instructed by the Development Control Committee.
RESOLVED :
THAT a letter be sent to the applicant drawing his attention to the points raised by the Committee.
(d) Report on Approach to Flyposting Across the Island
Members were given an update on the response to matters of illegal Flyposting following the strategy adopted at the 14 August 2001 Development Control Committee meeting and considered whether any further changes to the current policy were required.
RESOLVED :
THAT Legal Services check if a By-Law could be introduced and a report be brought back to the Development Control Committee as soon as possible.
