The Chairman agreed to an item of urgent business as a decision was needed before the next meeting.

The Committee were given an update on the situation following the service of the Breach of Condition Notice. Consideration was given as to how the Local Planning Authority should respond to the breach on the basis that their interpretation was that the above mentioned conditional planning permission had been implemented.
RESOLVED :
THAT providing any construction traffic in connection with the engineering works uses Ranalagh Drive not Ashlake Copse Road, to invite, without prejudice, a planning application to vary the conditions of Outline Planning Permission TCP/6661/G so that compliance with the conditions 4, 5 and 7 relates specifically to the approved residential development only.

1. The proposal fails to include a satisfactory range and choice of dwelling types and is repetitious and uninteresting creating conditions likely to affect the visual amenity of the area and therefore compromise the objectives of promoting mixed and sustainable communities and is contrary to Policy S6 (To be of a high standard design) and Policy D1 (Standards of design) of the Isle of Wight Unitary Development Plan.
2. The proposal would be likely to have a serious adverse effect on the existing vegetation on the site which in turn would have a detrimental effect on the character and amenity of the locality and would also be contrary to Policy S6 (To be of a high standard design) and Policy D3 (Landscaping) of the Isle of Wight Unitary Development Plan.
3. The proposal and in particular the future occupiers, by reason of the proposals location next to a garage, are likely to suffer an unacceptable level of noise and disturbance and general pedestrian and vehicle activity at and within the vicinity of the site and would be contrary to Policy D1 (Standards of design) of the Isle of Wight Unitary Development Plan. (ii) Part IV - Items Other Than Current Issues
(a) TCPL/12291 - Unauthorised additions to thatched roof, Essex Cottage, Godshill
Consideration was given as to what action should be taken, if any, in respect of an unauthorised addition to Essex Cottage, above thatched ridge level, taking the form of a thatched kangaroo.
The matter was due to be considered as an item of Urgent Business at the meeting held on Tuesday, 6 August 2002. At the request of the Local Member, and following consultations with both the Chairman of this Committee and the Leader of the Council, it was decided that the matter should be deferred until this meeting.
An informal consultation had taken place with English Heritage, who had been advised of the position by officers. English Heritage confirmed that the feature did require consent. A letter of support was received. A condition to be added re the maintenance of the thatched feature.
RESOLVED :
THAT there was no sustainable objection to the retention of the thatched feature and whilst not condoning its unauthorised placement on the roof of the building no further action would be taken. Condition regarding future maintenance of the thatched feature to be added.
(b) E/25005 - Unauthorised construction of a vehicular access at 55 Adelaide Grove, East Cowes
Members gave consideration as to whether circumstances justified the service of an Enforcement Notice requiring a permanent barrier to be reinstated.
RESOLVED :
THAT an Enforcement Notice be served requiring the permanent closure of the access by means of a permanent barrier (wall or fence) of no more than one metre in height. Time period for compliance – one month.
