47. MINUTES
RESOLVED :
THAT the Minutes of the meeting held on 12 September 2003 be confirmed.
48. DECLARATIONS OF INTEREST
Mr B E Abraham declared a personal interest in minute 50
(ii) (c) Proposed use to accommodate cinema organ in building rear of 80 High
Street, Wootton, and remained present.
Mrs M A Jarman declared a personal interest in minute 50
(ii) (c) Proposed use to accommodate cinema organ in building rear of 80 High
Street, Wootton, and remained present.
Mr A A Taylor declared a prejudicial interest in minute 50
(item 2) Part OS Parcels 4261, 5760 and 6360 including access track, off,
Newnham Road, Ryde as the applicant is a close friend and left the room.
Mr J Thorne declared a personal interest in minute 49
(Urgent Business) Springfield Court, Springfield Road, Seaview and remained
present.
49. URGENT BUSINESS
The Chairman agreed to one item of urgent business, a decision was needed before the next meeting.
(i) TCP/10633/S-P/01145/03 3 storey block of 14 flats & a 2 storey terrace of 6 houses; detached garage block & associate works, (revised scheme), Springfield Court, Springfield Road, Seaview
Members were asked to reconsider this application that had previously been brought before the committee on 2 September 2003 as the applicant had raised concerns of the presentation. The Officers recommendation remained as before for refusal.
RESOLVED :
THAT the application was approved contrary to
Officer’s recommendations subject to legal agreement to enhance affordable
housing contribution by approximately £40,000 (the exact figure will come from
a pro rata increase on the previous agreed figure; with an additional condition
to remove Permitted Development rights.

Consideration was given to whether the circumstances justified the service of an Enforcement Notice requiring the unauthorised use of the car park to cease, remove the wooden fence and reinstate the ground to its original condition and use.
RESOLVED :
THAT the Enforcement Notice
be served with an additional compliance time period of two months.
(ii)
TCP/17551C -P002285/02 – Flat at Eremue Hall, Eremue Lane, Yarmouth
Consideration was given to
whether to release a Section 52 (Planning Obligation) Agreement requiring the
flat at Eremue Hall to be retained with the existing dwelling (Solent View
Cottage) and not disposed of separately.
RESOLVED :
THAT the Section 52 be released.
(iii)
E/18880/A – Proposed use to accommodate cinema organ in building rear
of 80 High Street, Wootton
To consider whether the
nature of the proposed use to accommodate a cinema organ in rear building of 80
High Street, Wootton is incidental to the use of the dwelling house.
RESOLVED :
THAT the recommendation to note the position to date
and to take no further action until the building is completed and the use
commences at which time the use can be reconsidered was approved.
