RESOLVED :

 

THAT the Minutes of the meeting held on 13 July 2004 be confirmed.

 

31.             DECLARATIONS OF INTEREST

 

Interests were declared in the following matters:

 

Mr A A Taylor declared a personal interest in Minute 32, item 1 - 18 Foxhills, Whitwell Road, Ventnor, as the applicant was known to him.

 

Mr D G Williams declared a personal interest in Minute 32, item 1 - 18 Foxhills, Whitwell Road, Ventnor, as one of the objectors was known to him.

Consideration was given to items in the report of the Head of Planning Services.

 

RESOLVED :

 

THAT the applications be determined as detailed below :

 

The reasons for the resolutions made in accordance with Officer recommendation are given in the Planning report.  Where resolutions are made contrary to Officer recommendation the reasons for doing so are contained in the minutes.

During the following debate, Mr E Fox declared a personal interest as he holds the Portfolio for Transport

Details:

Renewal: Siting of temporary building for use as a play group and change of use of agricultural land for educational use

Holy Cross RC Primary School, Millfield Avenue, East Cowes

 

Additional Representations:

 

A letter received from the pre school group

 

A letter and photographs received from the Millfield Residential Association

 

Comment:

 

The Planning officer read out both of the letters and passed the photographs around to the Members

 

The local Member spoke on this item.

 

Whilst Members agreed that it was important to have pre school facilities, they had concerns regarding the access road to the site. Members felt that granting a renewal for the temporary building for five years was too long, but would agree to a two year renewal on the grounds that alternative travel arrangements to the school and ways of re-surfacing the access road were investigated.

 

Decision:

Conditional planning approval, subject to the conditions set out in the Part II Register

 

Conditions:

A letter to be sent to the Applicant explaining the temporary permission has a two year time period.  Within this time investigations are to take place on what alternative travel arrangements to the school there are, and how the surface of the access road can be improved.

Reasons:

Refusal on the grounds that the proposed building would have a detrimental effect with overlooking and loss of privacy on the neighbouring properties
