aircraft related light industrial buildings hereby approved shall be occupied
until the junction of Scotchells Brook Lane and A3056 Newport Road has been
improved in accordance with a fully detailed scheme to be submitted to and
approved in writing by the Local Planning Authority. 13. Visibility splays of X=4.5m and Y=90m
dimension, in accordance with details to be submitted as part of the scheme
required by condition 12 above, shall be constructed prior to the
commencement of the development hereby approved and shall be maintained
thereafter. 14. Prior to commencement of the
development hereby approved, the roadside boundary shall be lowered to a
maximum of 1 metre in height above existing road level over the whole
frontage in accordance with details to be submitted as part of the scheme
required by condition 12 above and shall be maintained thereafter at a height
no greater than 1 metre. 15. Space shall be provided within the
site, as may be agreed with the Local Planning Authority, for the loading,
unloading and parking of vehicles and such provision shall be retained
thereafter. 16. No commercial vehicles
shall be permitted to enter the public highway from the site unless their
wheels and chassis have been cleaned to prevent material being deposited on
the highway. Details of the
wheel/chassis washing facility shall be submitted to and approved by the
Local Planning Authority and the approved scheme shall be installed and fully
operational prior to any works commencing on site. |

Members gave consideration
to whether on the basis of the information gathered there be any indication
that a breach of planning control exists regarding the occupancy of a mobile home
on the site.
RESOLVED :
THAT the
information provided that the caravan has been established on the site for over
ten years and is now likely to be immune from enforcement action be noted.

Schedule of Appeals
The Schedule of Appeals that had been lodged and decisions made was received.
RESOLVED :
THAT the report be noted.
101. URGENT BUSINESS
The Chairman agreed to two items of urgent business, as decisions were required before the next meeting.
(i) PROPOSED CHANGES TO THE CONSTITUTION WHICH REFER TO THE DEVELOPMENT CONTROL COMMITTEE PROCEDURE RULES AND CODE OF PRACTICE FOR COUNCILLORS AND OFFICERS DEALING WITH DEVELOPMENT CONTROL MATTERS
Members considered the report on the proposed amendments to the constitution. They also gave comments and suggestions for further amendments, in light of this it was decided that the report is rewritten with consultation with Members before the Committee recommends it to Full Council.
RESOLVED :
THAT the report be deferred
for amendments to be made, to return to committee at a date in the near future.

– 2 STOREY BUILDING TO PROVIDE 4 FLATS; ALTERATIONS TO VEHICULAR ACCESS;
PARKING FOR 2 VEHICLES (REVISED SCHEME) AT LAND BETWEEN 1 & 5 ST. JOHNS

Consideration was given
whether to accept that an alteration to the above application was an amendment
to the approval granted or not.
RESOLVED :
THAT the alterations to the
development be accepted as amendments to the approval granted, and to advise
the Applicants and Objector accordingly.
