RESOLVED :
THAT the Minutes of the
meeting held on 12 August 2003 be
confirmed, subject to the Minute Paper C, TCP/22508 Land opposite Gore
Cemetery, South West of Arreton Cross, Downend Road, Newport, the Chairman
wished it to be noted that the people who had taken part in Public Speaking for
this item when it was brought before the Committee on 10 June 2003 were invited
to take part again, the following people spoke on 12 August 2003:

recommendation as Members considered this to be an innovative and exciting
scheme providing an opportunity to develop sustainable technologies on a site
which, although outside the development envelope, offered an acceptable
relationship with adjoining buildings.
Furthermore, the site was felt appropriate for meeting an identified
need for community facilities and specific age group housing which was
unlikely to be provided on any other sites in the vicinity. |

Section 106 Agreement to ensure that the community facilities, age group
housing facilities and sustainable development elements are delivered. Conditions will also need to relate to
satisfactory details of the proposed reed bed, confirmation of parking and
access requirements, management overall of the site, retention of the units
on an “affordable” basis, provision of Green Travel Plan, retention of
boundary treatment etc, as well as the normal outline and reserved matters
