The Chairman instructed officers to respond appropriately.

4(b) The rating level of the noise emitted from the proposed mechanical services plant, shown on drawing no. 0027/06/A shall be lower than the night time existing background noise level determined to be LA90 (5 minutes) 36dB (in the absence of extraction plant noise from 22 High Street) by at least 3dB and shall have no distinguishable tonal components within an octave band level. (ii) Part IV - Items Other Than Current Issues
(a) TCP/16883B - Construction of decking area to the rear of 20 Leeson Road, Ventnor
Members gave consideration to the circumstances relating to the installation of a raised wooden decking area on the rear of a replacement dwelling and based on the information collected.
Consideration as to whether the installation of the decking area was undertaken by the occupant exercising his householder permitted development rights; or whether the formal consent of the Local Planning Authority was required for the retention of the wooden decking area because the works were undertaken at a time when the permitted development rights could not be exercised because of the condition/use of the new dwelling.
RESOLVED :
THAT Counsels opinion be sought.
(b) TCP/20083C - House and associated haulage yard, land adjoining Place Side and Prospect Road, Cowes
Consideration was given to the release of an Agreement made under Section 106 of the Town and Country Planning Act 1990 which restricts the occupation and future disposal of a dwelling approved in connection with an associated haulage yard at the above site.
A letter had been received from the applicant asking for a deferral of the application for one month.
RESOLVED :
THAT the matter be deferred to a subsequent meeting.
(c) TCP/23848A - Pump house (revised scheme), adjacent former pump house, Esplanade, Ryde
Approval was sought for slight amendments to the approved scheme regarding landscaped area to provide an open area to facilitate some form of art.
More accurate submissions had been received from the architects. For health and safety reasons it had been necessary to raise the height of the eaves by 0.25 metres.
RESOLVED :
(i) THAT the approach adopted by officers be supported and an area for appropriate hard landscaping be sought.
(ii) THAT an appropriate condition be added to satisfy the requirement of some form of artwork and such schemes submitted should not prejudice the overall approach to artwork on the Esplanade as a whole.
(d) TCP/307M and N - Outline for Visitors' Centre, including dinosaur display (revised scheme), Land adjacent canoe lake, Culver Parade, Sandown
Members gave consideration to allowing the enforcement of condition number 7 which stated that no development should take place on the site until a right turn lane had been provided.
RESOLVED :
THAT the enforcement of condition 7 be delayed until 31 October 2001.

172. MEMBERS' QUESTION TIME

Mr G Wilson asked the Chairman a question relating to a change of use on the SEB yard at Rink Road, Ryde.
The Chairman replied that a written answer would be supplied.
