THAT the Minutes of the meeting held on 3 September 2004 be confirmed.

Interests were declared in the following matters:

 

Mr A A Taylor declared a personal interest in minute 45 (a) (i), item 7 - OS parcel 8400, land off, Lessland Lane, Sandford, Ventnor, as he knew the speaker who spoke on behalf of the Agent

The reasons for the resolutions made in accordance with Officer recommendation are given in the Planning report.  Where resolutions are made contrary to Officer recommendation the reasons for doing so are contained in the minutes.

 

A schedule of additional representations received after the printing of the report was submitted at the beginning of the meeting and were drawn to the attention of Members when considering the application. A note is made to this effect in the minutes.

The decision notice to be accompanied by letter advising that the reduction in the height of the hedgerow across the frontage of the site and the trimming of the hedgerow to the north of the access should be carried out in such a way as to cause minimal damage to the hedgerow.  This should include use of equipment will sharp blades.

All areas where waste is stored, handled or transferred shall be underlain by impervious hard-standing with dedicated drainage to foul sewer or sealed tank.

No material shall be deposited at the site other than clean, uncontaminated naturally occurring excavated material, brick and concrete rubble only.

2.      Alterations to design of proposed extension perhaps to incorporate pitched roof over.

3.      Reduction in size of first floor rear facing window to discourage access onto flat roofed area.

Members were minded to only grant temporary permission for 12 months as opposed to 3 years

 

Decision:

Conditional planning approval, subject to the conditions set out in the Part II Register

 

3 year temporary consent reduced to 12-month temporary approval, expiring 30 September 2005.

 

Conditions:

Condition 1 to be amended to read as follows:

 

The building is of a type not considered suitable for permanent retention and to comply with Policies S6 (High Standard of Design) and D1 (Standards of Design) of the IOW Unitary Development Plan.

 

Additional Condition as follows:

 

The building hereby approved shall be used only for the sale of fish and shellfish and for no other purpose whatsoever without the prior written consent of the Local Planning Authority.

 

Reason: In the interest of the amenities of the area in general and nearby residential occupiers in particular and to enable the Local Planning Authority to consider the appropriateness of alternative uses of the building in accordance with Policies G4 (General Locational Criteria for Development), D1 (Standards of Design), P1 (Pollution and Development) and R2 (New Retail Development) of the IOW Unitary Development Plan.

46.       URGENT BUSINESS

 

The Chairman agreed to the following item of urgent business, as a decision was needed before the next meeting

 

TCP/06661/P - 6 Detached houses at the Shipyard, Ashlake Copse Road, Fishbourne, Ryde

 

Members gave consideration as to whether or not they would grant planning permission to the above application.

 

 As the application had followed the same advertising process and the Part II’s, public participation was permitted and the following person spoke:

 

            Tony Pearson (Objector)

 

 A letter received from the Applicant, which set out the reasons they need to build residential properties on the site, to aid the financial viability of the business that is also based at that location.

 

Members agreed that it is important for this proposal to go ahead, as it will assist in keeping the business at location as well as providing housing in the area.  They did however agree that everything should be done to ensure access to the site should only be by way of Ranalagh Drive.

 

RESOLVED :

 

THAT Conditional planning approval, subject to the conditions set out in the Part II Register and that a Letter to be sent to applicant drawing his attention to the requirements of Conditions numbers 3 and 4 which control access to and from the application site.

 

47.       REPORT OF THE HEAD OF PLANNING SERVICES

Details:

Demolition of building; construction of a terrace of 4 houses

Vanner Mews Workshop (Furniture Restoration), 3 Newport Street, Ryde

Additional Representations:

 

Additional conditions that Planning Officers wished to add as a requested by the Land Contamination Officer

 

Comment:

 

Members were concerned with this application and the impact it would have on the surrounding area regarding it’s density and lack of parking facilities

 

Decision:

Contrary to Officers recommendation, Members refused planning permission

 

Reasons:

Application refused on grounds of over development of site and lack of on-site parking facilities.

 

(item 2)

 

 

(b)               Other Matters Not Relating To Current Planning Applications

 

(i)         TCP/21195/E – Refusal of Planning Permission: Retention of Satellite                   Dish, Stratford House, St Thomas Street, Ryde.

 

Member gave consideration to whether circumstances justified the service of an Enforcement Notice on the above property, requiring the removal of a Satellite dish that had previously been refused planning permission.  They felt that even though the location of the property was in a conservation area the impact of the dish on the building did not warrant serving of the notice.

 

RESOLVED :

 

THAT no further action to be taken in respect of issue of Enforcement Notice.  Applicant to be invited to re-submit planning application to regularise planning situation and to discuss possibility of re-siting of dish to less obtrusive position on roof slope.

The Schedule of Appeals that had been lodged and decisions made was received.
