Planning Applications and Related Matters

 

Consideration was given to the following item in the report of the Head of Planning Services.

 

RESOLVED :

 

THAT the two applications be determined as detailed below :

 

The reasons for the resolutions made in accordance with Officer recommendation are given in the Planning report.  Where resolutions are made contrary to Officer recommendation the reasons for doing so are contained in the minutes.

Details:

22 Shore Road, Cowes

Detached house (revised proposal - reduced length, reduced height) (re-advertised application)

A Letter from Applicants Agent was received

Comments:

The Committee and the local Member were informed by the Development Control Manager that there were discrepancies in the original plans submitted, and that three sets of amended plans have now been received.

 

Decision:

Deferred for further investigation

 

Reasons:

Members felt that as amended plans have been submitted, the application should be deferred for a new report, to be brought back to the Development Control Committee in the near future.

Details:

Bowdens Mead Lodge, Westminster Lane, Newport

Demolition of bungalow; residential development of 33 houses with parking & access road off Westminster Lane

 

Additional Representations:

Comments:

Members commented that they would want the applicant to add an additional footpath and a “safe route to school” before approval is granted

 

Decision:

Conditional planning approval, subject to condition set out in Part II Register, but also subject to applicant agreeing to amend the application to include a footpath on either side of the proposed access along the whole length of Westminster Lane and the provision and implementation of a “safe route to school” scheme as part of the proposed Section 106 Agreement.

 

 

Subject to a Section 106 Agreement requiring transport infrastructure payment of £24,750 (£750 x 33 units), the additional requirement required by Members outlined above and the provision of five affordable housing units sold at half market price to a registered social landlord for rent within an agreed timetable.

 

 

Letter to be sent to the applicant emphasising the need to obtain a Habitats Regulation Licence from DEFRA prior to demolition of the existing bungalow on the site referred to in condition no.18.

 

 

If applicant fails to agree to the provision of a new footway or “safe route to school” proposal as part of the Section 106 Agreement then the application (or this aspect of the application) will need to be reconsidered by the Development Control Committee.
