TD/21602 shall be maintained through the course of construction works during
which period the following restriction shall apply. Additional
Condition 14 as follows: The
landscaping scheme was indicated on submitted drawing No. TD21601 B shall be
carried out in accordance with the phasing scheme providing the programming
and approximate timing of a landscape work in any particular area having
regard to the timing to the commencement in that area of any part of the
development hereby approved. None of the units served by the communal parking
area shall be occupied until the landscaping proposals relating to those car
parking areas have been fully implemented. Reason:
To ensure that the development is carried out in a properly phased manner
with the minimum of detriment to the character and amenity of the area in
compliance with Policies D1 (Standards of Design) and D3 (Landscaping) of the

Introduction of
Powers Enabling Service of a Temporary Stop Notice
The Committee received the
report of the Head of Planning Services. The report familarised Members with
changes introduced by the Planning and Compulsory Purchase Act 2004 which
inserts new sections into the Town and Country Planning Act 1990 enabling the
Authority to serve a Temporary Stop Notice.
RESOLVED :
THAT the
report be noted.

Other Matters Not Relating To Current Planning
Applications
(i) TCP/17752/E
– Demolition of former rectory, St. Mildreds Rectory, 73 Cambridge Road, East
Cowes
The application was first considered by the
Committee on the 15 March 2005. At this meeting it was deferred for further
negotiation, to explore alternative possibilities of redeveloping the site for
residential purposes. Following correspondence with Planning Officers and the
applicants agent, the agents clients had decided to ask the Committee to
reconsider (and determine) the application in its present form.
RESOLVED :
THAT
contrary to Officer recommendation, the application be refused
Reasons for refusal:
1.
The Local Planning
Authority considers the contextual analysis in the submitted design statement
has failed to recognise the distinctiveness of the local area, particularly
Cambridge Road and therefore the explanation for an Art Deco statement building
as a design solution has not been justified in this case. Therefore the
architectural design is considered to be inappropriate in this location, being
unsympathetic and out of character with the area, contrary to policy D1
(Standard of Design) and D2 (Standards for Development within the Site) of the
Isle of Wight Unitary Development Plan.

This is a prominent
corner site in the general scale of building particularly the four storey
element is considered to be excessive having a over dominant and over bearing
effect on the local area in general
