1. MINUTES
RESOLVED :
THAT the Minutes of the meeting held on 21 May 2003 be confirmed.
2. DECLARATIONS OF INTEREST
There were no declarations received at this stage.
3. REPORT OF PORTFOLIO HOLDER FOR TRANSPORT
(a)
Objections To The
Isle Of Wight Council (Various Streets, Sandown IW) (Traffic Regulation) Order
No 1 2004
A number of amendments of
the yellow line waiting restrictions had been advertised after consultation
with the Police to address a number of issues in Sandown.
§
Royal Crescent – No Waiting at Any Time
One
letter of objection had been received which expressed concerns that the introduction
of the proposed restriction would migrate parked vehicles on to Beachfield
road, increase congestion and the probability of vehicles being vandalised.
The
proposed restriction was designed to address congestion and improve road safety
in the area. Following receipt of the representation it was explained that a
further site visit had been undertaken and as a result of this it was not
proposed to amend the extent of the proposed restrictions and create two
unrestricted parking spaces on the west side of the carriageway, outside the
Carisbrooke House Hotel.
During
discussion members requested that in making the order, due consideration was
given to the provision of disabled parking.
RESOLVED :
THAT
the proposed restriction be implemented with the following amendments
1. Royal
Crescent on the north-east side from its junction with Beach field Road to a
point 13.7 metres north thereof
2. Royal
Crescent of the east side from the junction with Melville Street to a point 7.6
metres south thereof
3. Royal
Crescent on the south-west from the junction with Beachfield Road to a point
13.7 metres north-west thereof
4. Royal
Crescent on the west side from a point 23.7 metres north of its junction with
Beachfield Road to its junction with Melville Street.

Beachfield Road – Implement Limited Waiting of 30 minutes in any hour
from Monday to Saturday from 8.00 am to 6.00 pm
One
letter of objection had been received on the grounds that there would not be
sufficient time to complete transactions in the post office and other areas in
the town.
Letter
of representation had been received by the operators of the post office who
supported the proposals which would increase customer turnover.
RESOLVED :
THAT the proposed restriction be
implemented as advertised.
§
Esplanade – Implement No Waiting at Any Time
§
Esplanade - Revoke No Waiting at Any Time between 1st May to
30th September
One
letter of objection had been received which expressed concerns that the
proposed restriction would reduce the ability for residents to park outside the
main summer season.
The
restriction had been advertised following a number of concerns that had
been expressed by the police regarding
obstruction of through traffic as a result of indiscriminate parking outside
the Napoleons Landing development.
RESOLVED :
THAT the proposed restriction be
implemented as advertised.

Avenue Road - Revoke Limited Waiting of 1 hour in any 2 hours from
Mondays to Saturdays 8.00 am to 6.00 pm

Avenue Road - Revoke the Non Waiting at Any Time between 1st
May to 30th September

Avenue Road - Implement No Waiting at Any Time
§
Avenue Road - Implement Limited Waiting of 30 Minutes in any hour from
8.00 am to 6.00 pm
Four letters of objection
had been received, raising issues of loading, difficulty in parking, introduction
of residents parking, one way system, devaluation of property.
The proposed restriction had
been advertised following a number of concerns from a local resident, the local
bus operators and the police.
Members were advised that
there were no easy engineering solutions to these problems. It was noted that a
number of various options had been a considered in order to address both the
traffic management and road safety issues. The proposed restrictions were
considered to be the most appropriate action to take.
During discussion it was
noted that the removal of parked vehicles from the inside of the long left hand
bend would address the restrictions of forward visibility and improve road
safety
RESOLVED :
THAT the proposed restriction be implemented as advertised.
