(PROHIBITION OF DRIVING) ORDER No 1 2002 REPORT OF THE PORTFOLIO HOLDER FOR
TRANSPORT |
A proposal to introduce a Prohibition of Driving Order, in Cross Street, Cowes, from its junction with St Mary’s Road to the junction with the High Street, between 10:00am and 6:00pm on all days, was advertised in November 2002 and the following representation has been received.
One letter of representation has been received from the owner of “Corries Cabin”, fish and chip shop. The content of the representation refers to an ongoing dispute with the Isle of Wight Council, regarding entitlement to park adjacent to the business premises.
EVALUATION
For some time the Isle of Wight Council, in conjunction with Cowes Town Council, have been developing a “Town Centre Enhancement” scheme in Cross Street, Cowes which will both provide a visual enhancement to the street scene and improve the safety for pedestrians and cyclists.
The proposed Order has been design to reduce the number of vehicle movements in the area by removing the right to gain access to the adjacent car park. This will be achieved via its entrance in St Mary’s Road, where improvements to the existing layout, without any loss of parking spaces, are programmed to be undertaken. Access for deliveries and to any private off street parking place will continue to be permitted.
The proposed restriction will, therefore not prejudice any conclusion to the ongoing dispute, in so far as that delivery access to the fish and chip shop and to any adjacent private parking space, should this prove to be the case, will not be affected.
The potential impact of the proposed restrictions have analysed in detail and are not felt to have any negative impact on the provisions of section 17 of the Crime & Disorder Act 1998.
POLICE COMMENTS
Hampshire Constabulary has not
provided any written comment on the matter.

implemented as advertised.
