MINUTES OF A MEETING OF THE TRAFFIC REGULATION ORDER COMMITTEE OF THE EXECUTIVE HELD AT COUNTY HALL, NEWPORT, ISLE OF WIGHT ON WEDNESDAY, 26 MARCH 2003 COMMENCING AT 11.30 AM

1.                  ELECTION OF CHAIRMAN

 

The name of Mr E Fox was moved and seconded.

           

RESOLVED :

 

THAT Mr E Fox be elected Chairman of the Committee.

 

2.                  MEMBERSHIP AND TERMS OF REFERENCE

 

The establishment of the Traffic Regulation Order Committee of the Executive was agreed at the Executive on 12 March 2003

 

RESOLVED :

 

THAT the following Membership and Terms of Reference of the Committee be noted:

 

“the Portfolio Holder for Transport, Mr R Barry and Mr P Harris and its terms of reference is to act with delegated powers to consider and determine all Traffic Regulation Orders where objections have been received following advertisement.”

 

3.                  REPORT OF THE PORTFOLIO HOLDER FOR TRANSPORT

 

(a)               Objections To Advertised Traffic Orders - The Isle Of Wight Council (Various Streets, Apse Heath/Winford, IW) (Traffic Regulation) Order No 1 2003

 

Amendments to the yellow line waiting restrictions had been advertised to address road safety issues in Apse Heath/Winford.  Restricted visibility meant that approaching traffic was often unable to see parked cars and larger vehicles often had to encroach onto the oncoming carriage to pass them.

 

One objection had been received on the grounds that the proposed restriction would have a negative impact on parking for a disabled resident and would not address the perceived speeding problems in the area. A petition had been attached to this letter that appeared to support introduction of the yellow lines.  

 

The Committee considered the report together with the objections and comments of the local member.

 

RESOLVED :

 

THAT the restriction be implemented as advertised.

 

(b)               The Isle Of Wight Council (Various Streets, Cross Streets, Cowes, IW) (Prohibition Of Driving) Order No 1 2002

 

An objection to a proposal to introduce a Prohibition of Driving Order, in Cross Street, Cowes, from its junction with St Mary’s Road to the junction with the High Street, between 10:00am and 6:00pm on all days, had been advertised

 

The proposed Order had been designed to reduce the number of vehicles in the area by removing the right to gain access at this point to the adjacent car park.

 

The objection that had been received referred to an ongoing dispute between the objector and the Council regarding entitlement to park adjacent to business premises.  The Committee were advised that the proposed restriction would not prejudice any conclusion to the dispute, in so far as that delivery access and any adjacent private parking space would not be affected.

 

The Committee considered the objection and the comments of the officers.

 

RESOLVED :

 

THAT the Order be implemented as advertised.
