AGENDA

 

1.                  MINUTES

 

To confirm as a true record the Minutes of the meeting held on 5 July 2005 (Paper A).

 

2.                  DECLARATIONS OF INTEREST

 

To invite Members to declare any interest they might have in the matters on the agenda.

 

3.                  REPORTS OF THE MONITORING OFFICER

 

(a)               Ethical Audit

 

The publication of the three phases of the Ethical Audit is scheduled for mid October. The Committee has considered and agreed a number of recommendations at each stage, however the Committee are asked to support the following motion for the Chairman to take to the November meeting of the Council:

 

“That Council be asked:

 

1.                  to note the publication of the ethical audit report,

 

2.                  to commit to continuing to prioritise ethics and probity as an essential element of the agenda to modernise local democracy,

 

3.                  to commit to challenging and supporting Town and Parish Councils to drive up standards of governance, including ethics and probity; and

 

4.                  to amend the constitution to add to Standing Orders relating to Full Council agendas, reference to receipt of an annual report from the Standards Committee, and the ability of the Chair of the Standards Committee to add agenda items at his discretion.

 

(b)               Ethics and Probity in Town and Parish Council’s (Paper B)

 

(c)               Report on the Standards Board National Conference

 

To note that the Conference was attended by the Chairman of the Committee and Pat Szatter (Deputy Monitoring Officer).  A detailed feedback report is being prepared and will be circulated as soon as it is ready.
