Title : HEALTH IMPROVEMENT AND MODERNISATION PLAN 2002 - 2005
JOINT REPORT OF THE CHIEF EXECUTIVE OF THE IW PRIMARY CARE TRUST AND THE STRATEGIC DIRECTOR OF SOCIAL SERVICES AND HOUSING
This paper provides an update on the proposed format and timetable for the development of the new Island Health Improvement and Modernisation Plan (HIMP), to be led by the Primary Care Trust (PCT). Members are asked to endorse the following proposals for HIMP development.
BACKGROUND
“Shifting the Balance of Power” emphasises the new expanded public health role for PCTs who will be at the core of the preventative health agenda in terms of health improvement. This will be achieved by:
promoting health and well-being
identifying and reducing health inequalities
developing and implementing priorities for health improvement
producing a Health Improvement and Modernisation Plan
ensuring health commissioning strategies deliver services, which match the needs of the population.
working as part of Local Strategic Partnership to ensure wider co-ordination of planning by all Island sectors and of community engagement
The last Isle of Wight HIMP, the Island Plan for Health and Well-being was produced in April 2000 for the period 2000 – 2003. It was agreed the document would not be updated for 2001 while the new Health Authority was being established, instead the implementation of the agreed plan would be the focus for the year.
From 2002, HIMPS are to be known as Health Improvement and Modernisation Plans. National guidance has recently been issued which requires all Primary Care Organisations to have Health Improvement and Modernisation Plans in place by 2003/04. Work has commenced on the new local HIMP, led by the PCT working with local partner agencies.
As discussed at the September meeting of the Board, a new format is proposed for the HIMP, which will reduce its size significantly. It is not proposed that the scope of the Plan should be reduced and it will still also continue to serve as the Community Care Plan for the Isle of Wight as it has for the last five years. The aim is to ensure the HIMP more clearly focuses on the most important priorities for improving health and well-being and health and social care services. The plan will also contain cross-references to other more detailed documents and strategies, and give contacts for these documents.
The following timetable is proposed for the development of the HIMP
April Board approval of HIMP for consultation
May – June Public consultation on draft HIMP
July Updating of HIMP in light of consultation
August/SeptemberBoard approval of final HIMP
September Publication and implementation of HIMP for 2002 – 2005
The NHS Plan is now a key driver for the content of the HIMP. Phase two of the Local Modernisation Reviews across the health economy will be an important element in the identification of priorities for the health and social care elements of the plan and this will feed into the developing plan.
The first Isle of Wight Community Strategy is currently being developed, led by the Isle of Wight Council for implementation under the auspices of the new Local Strategic Partnership. It is anticipated that the Strategy will be completed for implementation from April 2002. The proposed HIMP timetable will allow time for the health and social care elements of the Community Strategy to be developed in tandem with the HIMP.
From April 2002, tasks will be devolved from the Health Authority to the PCT as the Strategic Health Authority is established. By completing the HIMP in the summer of 2002, any new responsibilities can be reflected in the HIMP.
