Title :               HEALTH IMPROVEMENT AND MODERNISATION PLAN 2002 B 2005

 

REPORT OF THE CHIEF EXECUTIVE, IW PRIMARY CARE TRUST

 

 

BACKGROUND

 

The draft Island Plan for Health and Well-Being B the Health Improvement and Modernisation Plan (HIMP) for the Isle of Wight, has been circulated to Board members during the two month period of public consultation.  The HIMP is the first version of the HIMP to be led by the Primary Care Trust. This plan has produced in partnership with the Social Services & Housing Directorate and other parts of the Isle of Wight Council.   It builds on the two previous Health Improvement Programmes produced by the Isle of Wight Health Authority working in collaboration with partners, but the format and content of the document have been fully reviewed, re-designed and re-written. THE PURPOSE OF THE HIMP

AShifting the Balance of Power B The Next Steps@ describes the main roles of Primary Care Trusts as:

 

_ Improving the health of the community

_ Securing the provision of high quality services

_ Integrating health and social care locally.

 

PCTs are required to develop Health Improvement and Modernisation Programmes based on Ahealth needs and integrating service planning and health promotion@.  The HIMP provides the local health and social care economy and other partner agencies with a challenging agenda to improve the health of the population, reduce health inequalities and modernise services.  It is expected that the HIMP will be the main strategic document to guide the development and activities of health services locally.

 

FORMAT

 

The consultative draft plan has been produced over the last few months, taking into account national guidance and the results of local feedback from the public, service users and organisations in all sectors on the Island.  Following the publication of the NHS Plan, HIMPs were required to reflect the national modernisation priorities as well as focusing on improving health and reducing health inequalities.  Many of the targets of the NHS Plan, National Service Frameworks and other national strategies such as AValuing People@ for learning disability services, are incorporated into this plan.

 


As planned, the HIMP has been reduced significantly in size, being half the length of previous health improvement plans.  This reduction has been achieved by cross-referencing other documents for detail, while still retaining the breadth of topics covered.  The following changes have also been made following feedback on previous plans to make the document more user-friendly B

_  Sections have been numbered

_  Abbreviations have been included on each page as well as in a list in the back of the plan to allow for more speedy reference

#                    Other relevant plans have referenced, with a named officer and contact number for people who wish to obtain a copy

_  A comprehensive subject index is included

 

More measurable targets and milestones have also been included wherever possible to ensure officers can be held to account for delivery of the published tasks.

 

PARTNERSHIPS FOR HEALTH IMPROVEMENT

 

While work on the HIMP has been led by the Public Health team of the Primary Care Trust , it would not be possible to put a plan of this nature together without extensive co-operation from other agencies in the statutory and voluntary sectors.  Over 80 officers from these sectors have been involved in the development of this plan and their contribution and expertise must be acknowledged.

 

Over recent months, the draft HIMP has been developed alongside the emerging AIsland Futures@ Community Strategy for the Isle of Wight. It is essential that there is synergy between these two documents.  The Community Strategy will provide an over-arching ten-year strategic vision to improve life and services on the Isle of Wight, the implementation of this strategy will be overseen by the new Island Futures Local Strategic Partnership.  The HIMP represents a significant part of this multi-agency public service agenda.
