Title:               HEALTH IMPROVEMENT AND MODERNISATION PLAN 2002- 2005

 

REPORT OF THE CHIEF EXECUTIVE, IW PRIMARY CARE TRUST

 

 

SUMMARY

 

This paper provides an update on the proposed format and timetable for the development of the new island Health Improvement and modernisation Plan.

 

BACKGROUND

 

The two Island Plan’s for Health and Well-being produced by the Isle of Wight Health Authority were well-received for their comprehensive scope which identified the role of partner agencies within the wider health improvement agenda. The format of the HImP now needs to be reviewed to reflect the way the PCT and partner agencies wish to work, whilst being complementary to the District level HImP of the new Health Authority and also to the emerging Community Strategy to be developed by the Isle of Wight Council. The programmes to modernise the NHS over the next ten years, as set out within the NHS Plan will also need to be reflected strongly in Health Improvement Programmes, which from 2002 are to be known as Health Improvement and Modernisation Plans.

 

NEW FORMAT FOR PLAN

 

A new format is proposed for the HIMP which will reduce its size significantly. It is not proposed that the scope of the Plan should be reduced and it will still also continue to serve as the Community Care Plan for the Isle of Wight as it has for the last five years. The aim is to ensure the HImP more clearly focuses on the most important priorities for health and health service improvement, it would not, therefore contain some of the more detailed operational and process-based tasks it has in the past. The plan will also contain cross-references to other more detailed documents and strategies, and give contacts for these documents. The aim is to ensure that monitoring and performance management mechanisms are built into the HIMP from the outset, with both the delivery and monitoring mechanisms and targets and milestones built into the plan wherever possible.. Wherever possible monitoring will be through data collected through existing performance assessment indicators, to remove the need for additional work to be created.

 

IMPLEMENTATION AND REVIEW MECHANISMS

 

It is proposed that monitoring of implementation of the HImP is taken forward in a number of ways. Monthly monitoring of sections relating to Partnership Planning Groups will continue. Performance Reviews meetings with providers will also address the HImP agenda. Six monthly monitoring reports, including performance against the PCT’s accountability agreement would also be published for presentation at public board meetings. This would be in a shorter format than previous HIMP reports, summarising activity and progress in each key area, rather than taking an item-by-item approach.

 

The overall aim for the redesigned HIMP is to ensure a coherent and integrated approach within the NHS and partner organisations to planning and planning mechanisms, performance management and whole systems strategies within a clear framework of personal, corporate and inter-agency accountability for health improvement.

 

PRIORITIES WITHIN THE PLAN

 

The NHS Plan is now a key driver for the content of the HIMP. The completion of the Local Modernisation Reviews across the health economy will be a key element in the identification of priorities for the health and social care elements of the plan. There is also a need, however, to keep a reasonable balance with the health improvement priorities of other agencies outside the health arena if the PCT and its partners are to achieve real improvements in health and health inequalities.

 

TIMETABLE FOR DEVELOPMENT

 

The following timetable is proposed for the development of the HIMP. It should be noted, however, that this may be subject to change once the requirements for the Modernisation Reviews become clearer.
