BEST VALUE JOINT REVIEW OF CHILDREN WITH SPECIAL EDUCATIONAL NEEDS, CHILDREN WITH DISABILITIES AND SIGNIFICANT HEALTH NEEDS

 

JOINT REPORT OF THE STRATEGIC DIRECTOR OF SOCIAL SERVICES & HOUSING & STRATEGIC DIRECTOR OF EDUCATION AND COMMUNITY DEVELOPMENT

 

REASON FOR COMMITTEE CONSIDERATION

 

This report is submitted to allow Members to consider progress against the Best Value Improvement Plan.  The Joint Best Value Review was undertaken during 2001/2002 and a report submitted to both the Education and Social Services & Housing Select Committees in April 2002 prior to consideration by the Executive.   Given the over-arching remit of the Children & Young People’s Committee it was agreed with the respective Chairs that the progress report be considered by this committee.  

 

ACTION REQUIRED BY THE COMMITTEE

 

To consider the Improvement Plan, to note progress against key objectives to date and to offer suggestions for additional improvements.

 

BACKGROUND

 

The joint Best Value Review was undertaken during 2001/2002.  The joint nature of this review was an innovative step at the time.  The process has been regarded as a positive exercise and has contributed to strengthening the partnership working across directorates in relation to this service area.

 

The review process included wide ranging consultations which contributed to the identification of key issues and areas for action.  These are set out in the Progress Report attached.

 

RELEVANT PLANS, POLICIES, STRATEGIES AND PERFORMANCE INDICATORS

 

The relevant central document is the Joint Best Value Review Report as presented to the Executive Committee 23 April 2002.  The findings have been taken into account in cross directorate service planning.

 

CONSULTATION PROCESS

 

Extensive consultation has taken place with Stakeholders and service users during the review process.  In addition there have been ongoing opportunities for further consultation and discussion through the Autism Support Group and service users involved in the Oak House multi-disciplinary service.

 

FINANCIAL, LEGAL, CRIME AND DISORDER IMPLICATIONS

 

Any financial implications are identified within the Improvement Plan.  In the main, services are funded within directorate core budgets or initiatives funded through available grant funding or pump priming monies.  Services are delivered within existing statutory frameworks.  Any improvement action which may have possible implications in the future for crime and disorder prevention will be discussed with the Crime & Disorder Manager as necessary.
