1. MINUTES - PAPER A - To confirm the Minutes of the meeting held on 5 November 2003.

2. DECLARATIONS OF INTEREST - To invite Members to declare any interest they might have in the matters on the agenda.

3. PUBLIC QUESTION TIME - To guarantee a full reply at the meeting, the question must be delivered in writing or by electronic mail to the Committee Administrator no later than 2.00 pm on Monday, 26 January 2004. Each question must give the name and address of the questioner. Questions may be asked at the meeting without prior notice but in these circumstances there is no guarantee that a fully reply will be given at the meeting.

4. URGENT BUSINESS - To consider any matters which, in the Chairman's opinion, are urgent.

5. EARLY YEARS DEVELOPMENT AND CHILDCARE PLAN 2004 – 2006 – PAPER B – To consider the report of the Strategic Director of Education and Community Development.

6. OPPORTUNITIES FOR YOUNG PEOPLE – PAPER C – To consider the report of the Chairman.
