Title :               PERFORMANCE MANAGEMENT AND THE AUTUMN POSITION STATEMENT

 

REPORT OF THE ACTING STRATEGIC DIRECTOR OF SOCIAL SERVICES AND HOUSING

 

 

1.                  SUMMARY/PURPOSE

 

1.1       To inform Members of the position in relation to the progress of Performance Management within the Directorate and to update Members as to progress with regard to the Autumn Position Statement.

 

2.                  BACKGROUND

 

2.1       Members received a report 6 June 2002 regarding the Annual Review of Performance for Social Services as assessed by the Social Services Inspectorate for the work in 2000/01. 

 

2.2       The report in June highlighted areas where further work was needed (e.g. greater use of Direct Payments and the management information system). Work on a range of priorities continues to be progressed by the Strategic Management Group. 

 

2.3       Progress on developments is being monitored and it was originally planned to provide an update report for presentation to Select Committee in November. This would have coincided with the Autumn Position Statement submission to the Department of Health.  However, due to a delay in the issuing of guidance and the necessary template, the Autumn Position Statement is not due to be submitted to the DOH until 12 November at the earliest. 

 

2.4       Given the significance of the Autumn Position Statement in respect of the Directorate’s ongoing assessment of performance it is proposed to defer the planned review of performance report pending the completion of the Position Statement.

 

3.                  ISSUES

 

3.1       The Autumn Position Statement allied to the Spring Position Statement provides data to the Department of Health to enable the Department to evaluate the Directorates overall performance against the national Performance Assessment Framework for Local Authority Social Services.

 

3.2       It would be appropriate for scrutiny purposes and helpful in performance                    management terms for Members to have the benefit of this information in reviewing the Directorate’s progress.

 

4.0       LEGAL IMPLICATIONS

 

            None

 

 


5.0       RECOMMENDATION

5.1       That the Select Committee agree to defer discussion on this matter pending

            the availability of the Autumn Position Statement.
