MINUTES OF A MEETING OF THE SOCIAL SERVICES, HOUSING AND BENEFITS SELECT COMMITTEE HELD AT COUNTY HALL, NEWPORT, ISLE OF WIGHT ON MONDAY, 20 AUGUST 2001 COMMENCING AT 3.30 PM

RESOLVED :
THAT, subject to the addition of Mrs D Gardiner to the list of those who gave their apologies, the minutes of the meeting held on 4 July 2001 be confirmed.
6. CALL-IN OF EXECUTIVE MINUTE 27 - APPOINTMENTS TO OUTSIDE BODIES
The Director of Corporate Services referred to the Call In Notice of the resolution to Minute 27 of the meeting of the Executive held on 7 August 2001. The Director explained that the procedure, as set out in the Policy in relation to the appointments of Council representatives to outside bodies, approved by the Executive on 28 September 2000, had not been strictly adhered to and apologised for this. The Call In Notice only affected the three outside bodies vacancies relevant to the business of the Social Services, Housing and Benefits Select Committee. It was, however, suggested that all the appointments, where contested, should be referred to the relevant Select Committees concerned for consideration and the views of each then submitted to the Executive for decision.
Members were advised that Mr A J Mellor and Miss H Humby had withdrawn their nominations to the Riverside Centre Board of Directors and the South Wight Housing Association Management Committee respectively and that accordingly appointments to those bodies could be effected immediately.
After discussion of the issue involved, it was decided to amend the Call In Notice and accordingly it was
RESOLVED :
(i) THAT the report and subsequent decision of the Executive regarding Minute 27, of the meeting held on 7 August
(a) be against the constitution of the Council;
(b) undermine the independence and the ability of Local Councillors in their representative roles in their communities.
(ii) THAT the call-in procedure be accepted and that the appointment of Mrs T M Butchers to the Medina Housing Association Management Board be supported in accordance with the constitution of the authority and recommended to the Executive.
