Title : PARK AND RIDE SCHEME - LAND AT SOMERTON, COWES

SUMMARY/PURPOSE
This report brings to the Executive a proposal to dispose of land at Somerton, Cowes, to a private developer for the provision of a park and ride scheme for Cowes.
BACKGROUND
Members may recall the need for park and ride has been agreed in principle for some time but was in part hampered through disputes with the then owner. The land is now owned by M J H Developments. This company has applied to acquire the Council’s old depot to provide a park and ride scheme for Cowes and the Island.
The land extends to approximately 3,500 square metres is currently used for storage and shown on the attached site plan. The proposed scheme will provide 90 spaces on a new car park built to a high standard including CCTV cameras, floodlights, fencing and cycle racks, all at no cost to the Council. In fact, the possibility exists for the Council to enter into a management agreement with the developer thus delivering a small revenue income stream.
Planning
Planning permission was granted on 7 November 2000, reference number TCP/12316/B-P/01366/00. The scheme incorporated a Travel Lodge motel on the developer’s own land and a park and ride car park on the Council owned land and is shown on the attached plan. The consent is subject to extensive conditions.
Developer’s Ownership
The developer owns the adjoining property to the south of the Council Depot and given that the Council agrees this transfer, the proposal is to bring forward the development of this adjoining land at the same time as building the park and ride. A disputed “ransom strip” giving access to the site is also in the ownership of MJH Developments (see the plan) and prevents the Council developing this site in isolation.
LEGAL IMPLICATIONS
The Council’s title is freehold. The disposal of this land solves the dispute over the ransom access to the land with the owner.
FINANCIAL IMPLICATIONS
A capital receipt and the possibility of a small revenue income by entering into a management agreement for the parking area.
CONSULTATIONS
Consultations have been carried out with Cowes Town Council who have no objection to the scheme.
RECOMMENDATIONS Recommend the disposal of the land on the terms set in the confidential paper appended. |
