Title:                            DISTRICT AUDIT STUDY OF THE SELECT COMMITTEE PROCESS

                                    - ACTION PLAN

SUMMARY/PURPOSE

 

This report invites the Executive to adopt an action plan drafted in response to the District Audit Study of the Council’s Select Committee process.

 

BACKGROUND

 

1.

Dedicated officer support arrangements for Select Committees were put in place in October 2000.  Arrangements in the first instance were temporary, the post of Head of Select Committee Support was filled by a secondment, a Research Officer and part time Administrative Assistant post were also established.  These posts have now been made permanent.

In December 2001, the District Auditor undertook a study of this Council’s Select Committee process.  In February 2002 he published a report incorporating 14 recommendations. 

 

 

 

The report was circulated to all Members of the Council and comments invited.  The report was subsequently considered at a meeting of the Liaison Committee in April and a short questionnaire designed to solicit Members’ views on key recommendations circulated.  Replies were received from 25 Members.

 

 

3.

The District Auditor’s study invites the Council to produce an action plan prioritising each of the 14 recommendations on a scale from 1 to 3, where 1 is low, 2 is medium and 3 is high, identify with whom responsibility for each recommendation should rest within the Council, indicate whether or not the particular recommendation is agreed and add other relevant comments.  The District Auditor’s Study and draft action plan are attached to this report.

 

 

RECOMMENDATION

 

That the draft action plan be agreed.

 

 

 

 


FINANCIAL IMPLICATIONS

 

The draft action plan is deliverable using resources reallocated to Select Committee Support, (it has previously been agreed that in the new Council structure, Select Committee Support will include Best Value and 2/3 Committee Administrators) and existing training budgets.
