Title: CORPORATE PARENTING
POLICY
AND HOUSING
SUMMARY/PURPOSE
1.
This paper sets out the Island's Corporate Parenting Policy for decision
by the Executive to approve and implement in respect of the Island's children
and young people. The Policy has been
sent to Executive members under separate cover and a copy has been placed in
the Members Resource Room.

BACKGROUND

In the summer of 2003 an event was held in the Council Chamber regarding
the Council's corporate parenting! approach and responsibilities, this included
presentations from young people regarding their experiences of the
Directorate's Children's Services. I

Since that time the elements of corporate parenting have been refined,
following a benchmarking exercise with other policies from the mainland that
have received commendation.

This is intended to be a working document that includes a set of key
performance areas that will be used to regularly update the Chief Executive and
Portfolio Holder. They will also form part of the QPM Reports.
STRATEGIC CONTEXT

This policy will work alongside the Local Preventative Strategy and
contains the same vision with respect to desired outcomes for Island children
and young people. It is in line with the Island's Corporate Objectives and
follows guidance as set out by Government.

Successful implementation will contribute to improving health, housing
and quality of life for all together with raising educational standards and
creating crime-free communities.
CONSULTATION
8.
There has been ongoing consultation since the event in the summer last
year, which included Members, Officers, and young people. As a supplementary
policy to the Local preventative Strategy the 7 outcomes areas contained within
the vision, have been subject to a full public consultation process.
FINANCIAL/BUDGET
IMPLICATIONS
9.
There are no direct financial implications for this policy. The Policy
aims to increase awareness of the Council’s corporate responsibilities in
respect of children and young people, in particular with regard to cross
cutting issues across the Council and in relation to monitoring and scrutiny.

The section in the Policy in respect of Information Sharing has been
approved by the Legal Services.
OPTIONS
11.
To decide to implement this policy, or to recommend any changes prior to
implementation.
EVALUATION/RISK MANAGEMENT
12.
This policy has been devised as guidance to aid the effective discharge
of the Council's corporate parenting responsibilities in respect of Island
children and young people, and in particular those who are looked after by the
Council. Effective implementation will have a benefit to the Council's overall
corporate performance assessment and the star rating of Children's Services.
This Policy as drafted, in the light of available guidance and benchmarking
against other Authorities is the best, fit for purpose, that this Council can
adopt in order to achieve the strategic and services objectives.
