Promoting a Safe Society

 

Not Yet Actioned

 

“Safety for visitors and tourists considered as part of the year 2 Tourism BV Review”.

 

There was insufficient time for this to be considered as part of the Tourism BV review.   It was considered as part of the Beaches and Esplanades BV Review carried out at the same time.   A survey of visitors to the main beaches found that 97% thought the Island was a safe place to visit.

 

As part of the normal tourism visitor surveys, it would be possible to ask departing visitors questions about their perception of safety on the IW and whether they had used the emergency services during their stay.

 

Head of Tourism services has written a separate report in the last year about the safety of tourists visiting the Island.

 

 

Care Management and Commissioning

 

No longer needed (superseded by national strategies)

 

“Implement guidelines on unified assessment arrangements.”

“Reduce paper and practical process involved in assessment and review.”

These processes are superseded by the pending introduction of the national Single Assessment Process.

 

“Identify links with primary healthcare providers and develop effective working attachments.”

Operational pilot projects are in place. Current progress towards strategic integration will in future drive improved links with primary healthcare providers.

 

No resources (long term projects dependent on complex funding)

 

“Update or replacement of the Directorate’s computer database - £600,000”

This project (and identification of funding) is currently being developed in partnership with a member task group.

 

“Use lap tops to complete standard forms and reports, to involve software and hardware changes to the mainframe, and purchase of up to 48 lap tops.”

Partly implemented, so far, there have only been resources to supply this service to key staff in the Community Mental Health Teams.

 

Client Services

 

Deferred for Future Review

 

“Home to school bus services, a survey of parents about the service and eligibility of children for the service”.

 

It is considered appropriate for this to be done as part of a BV Review of Transport on the Island, when the whole question of travel to school would be considered, rather than just concentrating on pupils who travel by bus.   A BV Review of Transport was to be carried out this year, but was subsequently delayed.

 

 

ICT

 

Deferred for Future Review

 

“Introduce a single point of procurement for all ICT procurements.”

“This single point also offers training and support services.”

The authority is moving towards a single point of procurement through the corporate ICT department but this is as the result of the provision of effective services rather than as a matter of policy. Additional resources are already needed to support this workload.

“Establish an Information Management Group”

“Appoint an Information Manager”

“Zero tolerance approach to duplicate capture of information”

The cross cutting issue of Information Management was considered within the ICT review and the above recommendations made to CMT.  Due to the priorities given to the re-structure the IW Council, and the development of Community and Corporate Plans, there has not been sufficient time to consider these issues.  They are to be addressed by HOPs and CMT in the autumn of 2002.

 

Asset Management

           

No longer needed

 

“To review at CMT the financial and strategic implications of transferring all building and maintenance costs to controllable budgets”. This was done, but it was decided not to pursue.

 

Deferred for Future Review

 

“Continued comparison of charge out rates for professional services within the appropriate benchmarking groups”. Comparisons have been made with the private sector, but not with a benchmarking group. NB this could cost in the region of £1,000 to join and carry out the comparisons and has been deferred for future review.

 

Highways and Transportation

 

An amended Improvement Plan Framework has been formulated, this and its schedule has been reported to the Environment & Transport Select Committee on 26th June.   This replaces the original action plan published in December 2001 following the BV Review and Inspection.   The Improvement Plan Framework incorporates the majority of detail plan improvements shown in the original action plan, plus an extension of the strategic and corporate issues which needed to be addressed.   In particular, it has been shaped to meet the challenges of service improvements, the requirements of CPA, and the requirements of the forthcoming second Best Value Inspection.

Directors Group and the Environment & Transport Select Committee will monitor progress on this Improvement Plan Framework.

 

Head of Engineering Services had some concerns that certain issues could only be dealt with effectively at a corporate level, namely

 

1                    e-government

2                    quality management systems

3                    full commitment to implementing Best Value

4                    resourcing improvements (ie Highways V Social Services, Education etc.)

 

The summary table relates to items in the original action plan

“Transfer responsibility for school crossing patrols to the Highways and Transportation Department”.  It has been decided that it is not appropriate to transfer this responsibility.  This was never really a service improvement, just a change in IW Council responsibility.

 

Not Yet Actioned

 

“Transfer responsibility for Council House sewers”. This responsibility has not been transferred.

 

           

Fire Control and Communications

 

No longer needed

 

A review of this function again in 2005 is now no longer required under BV legislation.

 

No Resource

 

ICT projects for electronically networking the fire service, and integrating GIS and other databases, now form part of the Council’s ICT strategy.  The total funding for this is being addressed as part of the development of a ten-year ICT investment plan.
