Title:                BEST VALUE REVIEW OF COMMUNITY CARE SERVICES FOR OLDER PEOPLE AND PHYSICALLY DISABLED ADULTS

SUMMARY

 

The attached Best Value review was undertaken between May 2001 and March 2002. Members are asked to consider the options outlined and the implementation of the review action plan

 

BACKGROUND

 

The Review has been part of the five-year programme of Best Value reviews that was planned for all Directorates. The purpose of the review was to challenge and improve community care services for older people and physically disabled adults.

 

OUTCOME OF CONSULTATIONS

 

The Best Value review involved extensive consultation including public meetings and review events.  Elected members have attended appraisal groups and other consultation opportunities. The Social Services, Benefits and Housing Select Committee scrutinised and considered the report and commended it to the Executive on the 3rd of April 2002.

 

FINANCIAL IMPLICATIONS

 

The review includes a detailed action plan, which is submitted to the Council Executive for approval.

 

The Executive will at a later date be asked to consider and approve a grant from the council’s ‘Invest To Save’ provision. If successful the grant will be used to fund additional temporary management capacity required to plan improvements to community disability and joint equipment services.

OPTIONS

 

Service options are detailed in the Best Value review and the attached summary.

 

The Best Value review report recommends a range of improvement actions, the most significant of which are:

 

Continuing the development of sustainable and high quality homecare provision on the Isle of Wight.

 

Improving the management and provision of meals on wheels services through a contract to be placed for open tender.

 

The further investigation and development of a multi-agency community disability service, bringing together staff from health and social services.

 

Improvement in public information about community care services and communication arrangements between all those concerned in providing community care.

 

Continued investment in and development of community care services which work together as a ‘care team’

 

A range of additional improvements to services is set out in an improvement plan attached to the Best Value review.

 

With the agreement of the Social Services Inspectorate, the improvement plan associated with this review has been incorporated into the Best Value improvement plan regarding Care Management and Commissioning of services for adults, which the council agreed in 2001.

 

RECOMMENDATIONS

 

Subject to any amendments, to approve the attached Best Value Review and Service Improvement Plan.
