Title:                BEST VALUE REVIEW OF TOURISM

 

                        PORTFOLIO HOLDER – TOURISM AND LEISURE

 

 

SUMMARY/PURPOSE

 

To present to the Executive the Best Value Review report for your decision.   A copy of the Review has been circulated to members of the Executive and a copy has been placed in the Members Room.

 

BACKGROUND

 

Isle of Wight Tourism has conducted its Best Value Review during 2001/02.  The final draft was scrutinised by the Economic Development, Planning, Tourism and Leisure Service Select Committee on April 22nd. The report was unanimously recommended for approval by Executive.

 

FINANCIAL IMPLICATIONS

 

Strategic Development - The essence of these proposals prioritises changes in policy and organisation over financial resources. Where funding is recommended this has be clearly identified within the report.

 

Operational Matters - Tourism Services expects that these proposals could be incorporated into current or future business plans with costs contained within current cash limited budgets.

 

A number of proposals should also be eligible for “pump priming” (invest to save) bids in conjunction with other funding partners and the private sector.

 

OPTIONS

 

  1. Do Nothing – Tourism services to continue to operate within Finance and Information Directorate with existing partnership arrangements. No changes to current role and responsibilities.

 

2.      Strategic Development - Strategic recommendations are incorporated into forward work programme for the Economic Development, Tourism & Leisure Services Select Committee.

 

3.      Operational Matters – Tourism Services to deliver improvements within its annual Business Plan.


 

 

RECOMMENDATIONS

 

It is recommended that:

 

  1. A detailed report on the future options i.e.

(1)   Leave the service as it is.

(2)   Integrate Tourism Services within the Council.

(3)   Externalise the function to a trust or limited company.

 

be reported to a meeting of the Economic Development, Tourism and Leisure Select Committee on the 13th June.

 

  1. Tourism delivers improvements within their annual business plan and within approved budgets.
