PAPER B2

Purpose : For Decision

Committee :    EXECUTIVE

Date :              16 JULY 2002

Title :              THE BEST VALUE PERFORMANCE PLAN 2001/02

DEPUTY LEADER OF THE COUNCIL

1.        SUMMARY/PURPOSE

1.1      To adopt the latest edition of the Council’s Best Value Performance Plan.

2.        BACKGROUND

2.1      The Council’s Best Value Performance Plan (BVPP) 2001/02 was published on 28th June this year, a summary having already been produced and circulated by 28th March. This is a change from the previous deadline for distribution which was 31st March for both the summary and the full plan.

2.2      The BVPP sets out the Council’s performance for 2001/02 against national and local indicators, shows trends over previous years, sets targets for the future and shows how improvements will be made. Following criticism over the design and clarity of earlier Plans, this year’s marks a significant step forward in quality and ease of understanding. The content of the BVPP is largely prescribed by legislation but its annual adoption by the full Council and use by the Executive and Select Committees during the year is central to the authority’s performance management arrangements.

2.3      Copies have been made available at all Council Offices, including Libraries, and have also been sent to major partner organisations and agencies as well as to all Members. This year, for the first time, a full copy of the Plan is available for viewing on download on the Council’s website by following the links on ‘What’s new’ or ‘Your Council’. Work is also being carried out on an interactive version capable of being interrogated by visitors to the site to provide specific information on performance.

3.        FINANCIAL IMPLICATIONS

3.1      None. The production and publication of the Plan is fully budgeted for.

RECOMMENDATION

That the Council’s Best Value Performance Plan 2001/02 be passed to the Council for adoption.
