TO AN OUTSIDE BODY – RYDE DEVELOPMENT TRUST
REPORT OF THE PORTFOLIO HOLDER FOR ECONOMIC DEVELOPMENT, UK AND EU,
REGIONAL ISSUES

1.
To approve the appointment to outside bodies filled in accordance with
the recommendation of the Economic Development, Planning, Tourism and Leisure
Services Select Committee.
BACKGROUND
2.
Members are reminded that the Executive, at its meeting on 28 September
2000, undertook a review of the way appointments to outside bodies were
made. It was agreed that vacancies to
the majority of outside bodies should be filled in accordance with the wishes
of the relevant Select Committee and submitted to the Executive for decision.
3.
This
report has been scheduled in the published Forward Plan to come before the
Executive on 24 September, but it has been able to be brought to an earlier
Executive meeting, as Members and Ryde Development Trust are anxious for an
appointment to be made at the earliest possible opportunity.
4.
The
opportunity for members to become involved and to participate in outside bodies
reinforces the commitment the Council has to its visions and values, in
particular working in Partnership with the community and delivering it’s
strategic objectives and services in partnership with other agencies.
CONSULTATION
5.
Nominations
have been sought from Ryde members of the Council for two vacancies on Ryde
Development Trust. One vacancy is required to be filled immediately with a
further vacancy to be filled once the Trust had reached a set number of
community representatives. After carrying out this process, four nominations
were received. Following a secret ballot the Select Committee resolved to
recommend that Councillor Ian Stephens be appointed to the first vacancy on
Ryde Development Trust and that the second appointment be deferred and brought back
to Committee when required.
FINANCIAL/BUDGET IMPLICATIONS
6.
Members traveling and subsistence allowances are payable for attendance
at such meetings in accordance with the Council’s Scheme.
LEGAL IMPLICATIONS
7.
Members
and officers appointed by the council to outside bodies, except in rare instances
which will be clearly identified, assume duties and responsibilities to that outside body and must not act with
the interests of the council in mind.
Appointees will wish to take advice as to the nature of the
responsibilities that come with the appointment, and to ensure that they are
not drawn into irreconcilable conflicts of interest.
OPTIONS
8. To appoint Mr Ian Stephens as the Council’s representative on Ryde Development Trust.
9. Not to make an appointment and to leave the Ryde Development Trust without a Council representative.
10. The aim of Ryde Development Trust is to work within the priority regeneration areas in Ryde, this work is focused on the three most deprived wards. The skills required from representatives are:
