THAT the minutes of the meeting held on 28 May 2003 be confirmed.

13.      CALL IN OF TRAFFIC REGULATION ORDER COMMITTEE OF THE EXECUTIVE - MINUTE 4A - OBJECTIONS TO THE ISLE OF WIGHT COUNCIL (VARIOUS STREETS, COWES, IW)(TRAFFIC REGULATION) ORDER NO 1 2003


Mr J Effemey on behalf of the Members signing the Call-In outlined the background to the four reasons for taking the action. They were concerned as to the consultation procedures involved with the Traffic Regulation Order for Cowes and believed that all appropriate comments had not been taken into consideration by the Traffic Regulation Order Committee of the Executive in reaching its decision.


The Head of Engineering Services explained that the traffic regulation order had been advertised in accordance with the statutory requirements. In addition a number of other bodies had been consulted including the Cowes Town Council and Cowes Business Association. All comments received in respect of the proposed restrictions had been taken into account and based on the professional judgement of staff in the Engineering Services Section and the Police the restrictions were considered necessary on road safety grounds.


The Monitoring Officer advised the Select Committee on the application of the Protocol for Call-In as it related to this case. Members were advised that the decision taken in respect of the Cowes Traffic Regulation Order had been lawful and was within budget provision.

The Select Committee discussed the issues involved and whether there was a need for it to review the consultation process connected with traffic orders.


RESOLVED :

 

THAT there are no adequate grounds for a Call-In.
